Circular 26/2018/TT-BGDDT was issued by the Vietnam Ministry of Education and Training on October 8, 2018 to provide detailed guidance on the process of assessment and grading of assessment results under professional title standards for preschool teachers.
The assessment process as stipulated by Circular 26 is conducted as follows:
- Teachers self-assess based on the professional title standards for preschool teachers in Vietnam;
- Preschools organize for colleagues within the professional group to give feedback on the teachers being assessed based on the professional title standards for preschool teachers;
- The head of the preschool conducts the assessment and announces the results based on the teachers' self-assessment, colleagues' feedback, and practical performance of the teacher's duties through appropriate, authentic evidence.
Additionally, Circular 26 outlines the grading of the assessment results for preschool teachers as follows:
- Good: All criteria are met at rather good or higher, with at least 2/3 of the criteria met at good. In particular, criteria 1, 3, 4, 5, 6, 7, 8, and 9 specified in Circular 26 are met at good;
- Rather good: All criteria are met at qualified or higher, with at least 2/3 of the criteria met at rather good or higher. In particular, criteria 1, 3, 4, 5, 6, 7, 8, and 9 specified in Circular 26 are met at rather good or higher;
- Qualified: All criteria are assessed at qualified or higher;
- Unqualified: Any criteria assessed as unqualified (criteria are considered unqualified if they do not meet the "qualified" level).
