Hanoi-Vietnam: Fees for processing applications for a license for providing surveying and mapping services

The Vietnam Ministry of Finance has just issued Circular 34/2017/TT-BTC stipulating the fees for processing applications for a license for providing surveying and mapping services, collection, payment, management, and use thereof.

The fees for processing applications for new or revised licenses for providing surveying and mapping services by the Department of Survey, Mapping, and Geographic Information of Vietnam are specifically regulated as follows:

Where:

Region I: Organizations requesting licensing with headquarters in the Red River Delta and Northern Midlands and Mountains;

Region II: Organizations requesting licensing with headquarters in the North Central, Central Coastal, and Central Highlands regions;

Region III: Organizations requesting licensing with headquarters in the Southeast and Mekong River Delta.

The Circular also stipulates that fee collectors must remit 100% of the collected fees to the state budget. The cost of appraisal activities and fee collection shall be covered by the state budget allocated within the collecting organization's budget estimates according to state budget expenditure policies and norms as prescribed by law.

In cases where the fee collector is a state agency entitled to cost coverage from fee revenues, as stipulated in Clause 1, Article 4 of Decree 120/2016/ND-CP of the Government of Vietnam detailing and guiding the implementation of certain provisions of the Law on Fees and Charges, it is allowed to retain 70% of the total actual collected fees to cover the cost of appraisal and fee collection; and remit 30% of the collected fees to the state budget.

Circular 34/2017/TT-BTC is effective from June 8, 2017.
