On June 15, 2024, the Hanoi People's Committee issued Plan 184/KH-UBND on the development of Vietnamese digital technology enterprises in Hanoi until 2025. The plan outlines specific tasks for the city's agencies, units, and localities to ensure the completion of the set goals and tasks, specifically:

  1. Developing large corporations and enterprises in the commercial and service sectors to shift their operations towards digital technology and invest in core technology research

    • The city will promptly remove difficulties and create favorable conditions for businesses to accelerate the transition to digital technology and invest in core technology research.

    • Enterprises should actively research markets, choose appropriate research directions, and develop and provide Make-in-Vietnam digital technology products and services (artificial intelligence, big data, blockchain, cloud computing, Internet of Things, semiconductor chips, etc.).

  2. Developing IT enterprises that have established their brands to take on leading roles in research, development, mastering digital technology, and being proactive in production

    • The city focuses on implementing some tasks and solutions:

      • Promoting the development of concentrated IT zones within the city.

      • Supporting enterprises whose digital technology products are key industrial products of Hanoi city in terms of investment environment, business development, science and technology development, human resources development, trade promotion, investment promotion, etc., in accordance with current city regulations.

      • Prioritizing selection for testing, investing in, renting, or purchasing digital technology products and services of IT enterprises that have established their brands to serve the development of the digital government, digital economy, and digital society of the city according to current regulations.

      • Organizing activities and events to facilitate connections for branded IT enterprises to introduce, provide digital technology products and services, and participate in the digitization process of enterprises in the city.

    • Enterprises should focus on implementing some tasks and solutions:

      • Shifting production and business strategies towards actively researching, developing and providing Make-in-Vietnam digital technology products and services (artificial intelligence, big data, blockchain, cloud computing, Internet of Things, semiconductor chips, etc.).

      • Actively researching, developing digital technology products, and committing, registering as key industrial products of Hanoi city to effectively serve the development of the city's digital government, digital economy, and digital society.

      • Collaborating in research and digital technology training with universities, colleges, primary and secondary schools in the city. Encouraging collaboration with universities and colleges in the city to ensure a ready supply of digital technology human resources, helping businesses be proactive in recruiting personnel to meet production and business requirements.

  3. Developing startups that apply digital technology to create new products and services in various economic and social sectors

    • The city focuses on implementing some tasks and solutions:

      • Organizing activities and events to connect for branded IT enterprises to introduce, provide digital technology products and services, and participate in the digitization process of startups.

      • Supporting startups to accelerate the digitization process, creating new products and services, enhancing production and business efficiency, increasing capabilities and competitive advantages, creating new values, contributing to promoting the city's digital economy development as stipulated in Decision 3457/QD-UBND dated September 23, 2022, on supporting the digitization of small and medium-sized enterprises in Hanoi for the period 2021-2025.

    • Enterprises should focus on implementing some tasks and solutions:

      • Boosting business activities on digital platforms, creating an economic development environment on the Internet, gradually forming new business models; focusing on business development in fields such as finance, banking, agriculture, commerce, industry, tourism, postal services, logistics, etc.

      • Prioritizing the deployment of new digital technology products and services in the city.

  4. Developing innovative startups in digital technology

    • The city focuses on implementing some tasks and solutions:

      • Continuously researching, innovating, and developing the IT Innovation Incubator model of Hanoi city in line with the government's direction and the development trends of the digital technology field.

      • Regularly grasping business information of innovative digital technology startups to solve difficulties and obstacles; capturing and providing information on markets, leading technology producers, reputable industrial product fairs abroad for enterprises to connect, participate in trade promotion activities to foreign markets in the region and the world.

    • Enterprises should focus on implementing some tasks and solutions:

      • Prioritizing innovative digital technology startup projects within the "List of high-tech technologies prioritized for investment and development and the list of high-tech products encouraged for development" issued under Decision 38/2020/QD-TTg; and the list of key information technology products issued under Circular 19/2021/TT-BTTTT; developing digital content in alignment with the creation of a digital content ecosystem for Vietnamese people, leading the digital content market in Vietnam.

      • Prioritizing the deployment and application of digital technology products and services in the city.
