The following article will provide the content of the Directive on promoting human resource training for the semiconductor industry and certain core digital technology sectors in Vietnam.

On December 4, 2024, the Prime Minister of the Government of Vietnam issued Directive 43/CT-TTg regarding promoting human resource training for the semiconductor industry and certain core digital technology sectors in Vietnam.
The Prime Minister of the Government of Vietnam requires ministries, ministerial-level agencies, government-affiliated agencies, the People's Committees of provinces, and central-affiliated cities to actively organize and implement the mentioned Strategy and Program. At the same time, promptly and seriously imbibe and fulfill the following tasks:
(1) Ministry of Education and Training of Vietnam
- Urgently develop and promulgate training program standards for semiconductor circuits (completion in the first quarter of 2025).
- Review, research, and propose amendments to mechanisms and policies on tuition exemption and reduction and scholarship grants for students in fields related to the semiconductor industries and key digital technologies both domestically and internationally (completion in the fourth quarter of 2025).
- Research, propose, and implement models of linkage training for human resources in the semiconductor industry and key digital technology fields involving the State, schools, and enterprises.
- Promptly complete and submit projects, programs for developing high-quality human resources, and systems of centers of excellence and talent in 4.0 technology for approval by competent authorities.
- Create favorable conditions to enhance international cooperation in training high-quality human resources, exchanging specialists, and professional lecturers in the areas of semiconductor circuits and key digital technologies in higher education institutions.
- Act as the focal point to monitor and evaluate the implementation process of the Directive; annually report to the Prime Minister of the Government of Vietnam, the National Steering Committee on Semiconductor Industry Development, proposing solutions to resolve difficulties and obstacles (if any),
(2) Ministry of Information and Communications of Vietnam
- Enhance communication about the role and importance of training human resources serving the semiconductor industries and key digital technologies.
- Forecast the manpower demand to serve the development of the semiconductor industry and key digital technologies by 2030, as a basis for training at higher education institutions (completion in the fourth quarter of 2025).
- Develop a platform and common tools for training experts in semiconductor chip design and development (completion in the fourth quarter of 2025).
(3) Ministry of Science and Technology of Vietnam
- Develop guidelines for implementing science and technology tasks in higher education institutions and research institutes that offer Ph.D. training in semiconductor industries and key digital technologies (completion in the first quarter of 2025).
- Strengthen support for research and development activities linked to training high-level human resources to establish and develop strong research groups, facilitating young research groups and potential technology start-up projects in semiconductor industries and key digital technologies.
- Prioritize the allocation of programs and tasks for research and development of semiconductor circuit products and key digital technologies associated with training human resources at higher education institutions, research institutes, innovation centers, and enterprises.
(4) Ministry of Planning and Investment of Vietnam
- Research and compile information on manpower demand from businesses operating in Vietnam (including Vietnamese and foreign companies) in the semiconductor industry and key digital technologies as a basis for training at higher education institutions.
- Urgently prioritize investment selection for semiconductor laboratory projects serving training and research in phases suitable to market demand in accordance with legal regulations.
- Research and propose the development of specific mechanisms and policies on investment incentives, mobilization of resources, utilization of state budget, public assets, shared laboratory mechanisms, and attraction of talent, specialists, and lecturers for developing human resources in semiconductor industries and key digital technologies.
(5) Ministry of Finance of Vietnam
Compile and propose the regular expenditure estimates of ministries, ministerial-level agencies, government-affiliated agencies, People's Committees of provinces, and central-affiliated cities for consideration by competent authorities, deciding on budget allocation to undertake activities related to training human resources in the semiconductor industries and key digital technologies in accordance with legal regulations on state budget.
(6) Ministry of National Defense, Ministry of Public Security of Vietnam
- Direct relevant agencies to grasp the situation, guidelines, and strategies for developing the semiconductor industry and key digital technology fields in defense and security sectors of countries regionally and globally. Advise and propose to Communist Party and State policies to promote high-quality human resource training, scientific research, and technology transfer in semiconductor industries and key digital technologies serving national defense and security.
- Direct higher education institutions, research institutes, defense enterprises, and security under their management to actively, responsibly participate in programs and projects to develop human resources for the semiconductor industry and key digital technologies serving national defense, security, and national industrialization and modernization.
- The Ministry of Public Security shall facilitate the handling of immigration, entry, residence procedures for foreign lecturers, scientists, and specialists coming to Vietnam to teach, research, and work in the semiconductor industries and key digital technologies.
(7) Ministry of Foreign Affairs of Vietnam
- Intensify economic diplomacy and resource attraction for training human resources in semiconductor industries and key digital technologies.
- Organize foreign activities to support and promote international cooperation in training, attracting funding sources, aid, scholarships for training activities; connect output for manpower in Vietnam's semiconductor industries and key digital technologies globally.
(8) Ministry of Labor, War Invalids, and Social Affairs of Vietnam
- Research and propose mechanisms, policies on work permits for foreigners to ease difficulties, facilitating the attraction of lecturers, scientists, and specialists coming to Vietnam to teach, research, work in higher education institutions, semiconductor industries, and key digital technologies.
- Direct and guide vocational education institutions to train human resources for the semiconductor industry and key digital technologies to meet market demands.
(9) Ministries, ministerial-level agencies, government-affiliated agencies, People's Committees of provinces, and central-affiliated cities in Vietnam
- Strengthen tight cooperation between the State, educational institutions, innovation centers, enterprises to enhance effective training and development of human resources, especially for the semiconductor industry and key digital technologies.
- Direct affiliated higher education institutions to research the establishment of specialized units (schools, faculties, departments,...) to prioritize focusing on training and research into semiconductor circuits and key digital technologies (in the fourth quarter of 2024).
- People's Committees of provinces and central-affiliated cities forecast manpower demand to serve the development of the semiconductor industry and key digital technologies in the area and build specific plans and roadmaps to develop human resources up to 2030 in accordance with local conditions.
- Issue authority-based mechanisms, policies, and solutions to support affiliated training institutions and research institutes in training human resources for semiconductor industries and key digital technologies as per the conditions of ministries and central authorities and localities.
- Enhance solutions to mobilize and diversify resources for developing human resources in the semiconductor industry and key digital technologies; allocate suitable financial resources for training programs and research to serve the manpower development of the semiconductor industry and key digital technologies in both the industry and locality.
- Create a favorable environment for cooperation in training, research, exchange, and transfer of technologies in the field of semiconductor circuits and key digital technologies between training institutions and enterprises locally and nationwide.
- Direct units under their jurisdiction, such as higher education institutions, research institutes, and enterprises, to participate in the implementation of training programs, research programs for developing human resources in the semiconductor industry and key digital technologies.
