Guidelines on the Settlement of Funding Sources for the Implementation of Maritime Public Utility Services

Settlement of funding sources for the provision of public utility services for dredging and maintenance of maritime channels shall be executed as follows:

- The Vietnam Maritime Administration shall be responsible for:- Preparing the settlement report on the funding sources for the provision of public utility services for dredging and maintenance of maritime channels in accordance with the State Budget Law;- Consolidating into the settlement report of the Vietnam Maritime Administration and submitting it to the Ministry of Transport.- The Ministry of Transport shall appraise the settlement report of the Vietnam Maritime Administration and then consolidate it into the settlement report of the Ministry of Transport, and submit it to the Ministry of Finance for appraisal in accordance with the State Budget Law.- In case by December 31 each year, if the volume of dredging and maintenance services for maritime channels has been completed and accepted according to the contract but the payment procedures and dossiers have not been completed, payments can continue during the final settlement period according to the applicable regulations and included in the previous year's budget settlement.- In addition to the annual funding settlement, upon completion of the project, the Vietnam Maritime Administration shall inspect and approve the settlement of the completed project in accordance with regulations on basic construction investment from state capital sources.

In the event that the approved settlement results of the completed project differ from the value of the annual budget settlement, the Vietnam Maritime Administration shall adjust the settlement to be consistent with the corresponding annual budget settlement.
