Guidelines on Procedures for Awarding the Titles "People's Teacher" and "Meritorious Teacher"

Decree 27/2015/ND-CP stipulates the awarding of the titles 'People's Teacher' and 'Excellent Teacher' and was promulgated on March 10, 2015.

Decree 27/2015/ND-CP detailing the procedure for awarding the titles "People's Teacher" and "Meritorious Teacher" is as follows:

Step 1: Introduction and Vote of Confidence

- The head of the unit at the grassroots level announces to officials and public employees within the unit (including subjects stipulated in Point c Clause 1 Article 2 of this Decree) the standards for awarding the titles "People's Teacher" and "Meritorious Teacher" as regulated in the Law on Emulation and Commendation and this Decree. Individuals self-nominate and nominate those who meet the standards. The proposer for the title "People's Teacher" or "Meritorious Teacher" prepares a personal achievement report.- Those who meet the standards for proposing for the titles "People's Teacher" or "Meritorious Teacher" send 01 dossier as stipulated in Clause 1 Article 17 of this Decree directly or by mail to the current agency or previously worked agency before retirement according to social insurance benefits.- The head of the unit convenes a meeting of all officials and public employees, contract workers with a term of 12 months or more within the unit. The meeting is considered valid when at least 3/4 of the officials and public employees, and workers attend.- The head of the unit announces the achievements of each individual proposed for the award, organizes a discussion, and conducts a vote of confidence by secret ballot. The result of the vote of confidence is publicly announced. In educational institutions with 200 or more officials and public employees and workers, the nomination and vote of confidence are carried out within Communist Party and trade union groups. Individuals receiving a vote of confidence of 80% or more are included in the selection list.

Step 2: Organizing Dossier Evaluation and Public Opinion Survey

- The secretarial group evaluates the dossier and reports to the Council's President, who decides to announce the list of proposed individuals by posting publicly and on the agency's website (the National Council posts the proposed list on the Ministry of Education and Training's website and on the Government of Vietnam's portal for at least 10 working days to gather public opinions).- The secretarial group compiles the results of the dossier evaluation and the public opinion survey; sends the documents and proposal files to the Council members and organizes a Council meeting.

Step 3: Council Meeting and Dossier Finalization

- The Council evaluates the accuracy and validity of the dossier; the standards of individuals against the proposed titles as stipulated in Articles 8 and 9 of this Decree.- The Council handles recommendations from organizations and individuals (if any), discusses, and conducts a secret ballot to select individuals meeting the standards for awarding the titles "People's Teacher" and "Meritorious Teacher."- The Council finalizes the dossier as stipulated in Clause 2 Article 17 of this Decree and submits it to the higher-level Council.
