Guidelines on Procedures for Awarding the Title of State-level Artisan

Decree 123/2014/ND-CP guides the procedures for the consideration and award of the titles "People's Artisan" and "Excellent Artisan" in the field of handicrafts at the state level as follows:

The standing body of the State-level Council has the task of assisting the Council in performing the following tasks:

- Submitting to the Prime Minister of the Government of Vietnam for the decision to establish the State-level Council;- Receiving and verifying the validity and completeness of the documents and records submitted by the sectoral Council under the Ministry; in case of the need for supplements or corrections to the documents in the dossier, guide the sectoral Council under the Ministry to complete and resubmit no later than 10 working days from the date of receiving the guidance document;- Announcing the list of individuals proposed by the sectoral Council under the Ministry for consideration on the electronic information portal of the Government of Vietnam and the mass media to gather public opinion within 15 working days;- Sending the application files to the members of the Council and organizing meetings of the Council for selection.

The State-level Council organizes the evaluation of dossiers and selection as follows:

- Evaluating the contents of the documents in the dossiers, assessing the compliance with the standards of individuals for each title as regulated in this Decree;- Receiving and handling the feedback from organizations and individuals (if any) and conducting a secret ballot to select individuals who meet the standards for the title of “People's Artisan” and “Excellent Artisan”;- Publishing the selection results on the electronic information portal of the Government of Vietnam and the mass media within 15 working days;- Finalizing the dossiers and submitting to the Prime Minister of the Government of Vietnam to consider presenting to the President the decision to confer the title of “People's Artisan” and “Excellent Artisan”;- Sending the report on the selection results of the State-level Council together with 03 (three) sets of dossiers stipulated in Clause 4, Article 11 of this Decree to the Central Emulation - Commendation Board for compiling the dossiers and submitting them to the Prime Minister of the Government of Vietnam according to the time frame stipulated in the Plan for awarding the title of “People's Artisan” and “Excellent Artisan”;- Notifying in writing the selection results to the sectoral Council under the Ministry.
