On July 22, 2016, the Ministry of Justice issued Circular 10/2016/TT-BTP providing specific guidance on the management of legal lecturers.
Circular 10 stipulates ministries, branches, mass organizations, agencies, and organizations requesting the recognition of legal rapporteurs and commune-level People's Committees have the following duties:
- Issue under authority or submit to authorized agencies documents guiding, planning, and organizing the activities of legal rapporteurs and legal propagandists under their management scope;- Inspect, review, summarize, commend, handle violations regarding the activities of legal rapporteurs and legal propagandists under their management scope;- Provide conditions regarding time, funding, material facilities, and means to ensure legal rapporteurs and legal propagandists under their management scope perform dissemination and legal education activities;- Review, appraise, and take responsibility for the accuracy of the review and appraisal concerning the list of individuals proposed for the recognition or dismissal of legal rapporteurs by authorized agencies; recognition or cessation of legal propagandists; ensuring the team of legal rapporteurs and legal propagandists meet the standards and operate effectively;- Introduce legal rapporteurs to participate in dissemination and legal education activities as requested by agencies, organizations, and units in specialized fields assigned to legal rapporteurs; assign legal propagandists to participate in dissemination and legal education activities at grassroots level;- Do not assign or introduce legal rapporteurs and legal propagandists to perform dissemination and legal education activities when they are under prosecution, investigation, indictment, trial, or awaiting the conclusion of the authorized agencies regarding the acts stipulated in Points d and g, Clause 1, Article 4 and Points b and d, Clause 1, Article 6 of Circular 10.
