On August 30, 2024, the Minister of Construction issued Circular 08/2024/TT-BXD regulating the numbering and attaching of house and construction project signs in Vietnam.
According to Article 9 of Circular 08/2024/TT-BXD, the formulation and numbering of houses within the project area are to be carried out as follows:
- The project investor formulates and carries out the numbering and attaching of house signs within the project area; assigns street names as a basis for numbering and attaching house signs within the project area.
In case the investor has already devised a plan for numbering and attaching house signs within the project area in the 1/500 detailed planning or design dossier that has been approved by the competent state agency, the approved plan shall be followed.
- The project investor assigns and renames streets and roads within the project following legal provisions regarding the naming and renaming of streets, roads, and public works, as well as other related legal provisions.
- Before proceeding with numbering and attaching house signs within the project area, the project investor sends a document to the district-level People's Committee and communal-level People's Committee concerning the activities stipulated in clauses 1 and 2 of Article 9 Circular 08/2024/TT-BXD for reporting and management purposes, and updates the numbering and attaching of house signs within the project area.
The formulation of plan and numbering of houses in industrial park projects in Vietnam are specifically regulated in Article 14 of Circular 08/2024/TT-BXD as follows:
- The industrial park project investor formulates and implements the numbering and attaching of house signs within the project area; assigns street names as a basis for numbering and attaching house signs within the project area.
In case the industrial park project investor has already devised a plan for numbering and attaching house signs within the project area in the 1/500 detailed planning or design dossier that has been approved by the competent state agency, the approved plan shall be followed.
- The project investor complies with clause 2 of Article 9 Circular 08/2024/TT-BXD.
- Before proceeding with numbering and attaching house signs within the project area, the project investor sends a document to the district-level People's Committee, communal-level People's Committee, and industrial park management board regarding the activities stipulated in clauses 1 and 2 of Article 14 Circular 08/2024/TT-BXD for reporting and management purposes, and updates the numbering and attaching of house signs within the project area.
- Numbering houses within the project area shall follow the principles stipulated in Article 6 of Circular 08/2024/TT-BXD.
- If the industrial park project develops housing clusters, naming of the clusters and houses within these clusters shall follow the provisions in Articles 11 and 12 of Circular 08/2024/TT-BXD.
- For an industrial park land plot with multiple buildings, factories, or constructions with different functionalities belonging to different organizations (enterprises within the industrial park), only the plot of land may be numbered. The numbering shall adhere to the symbol as per the 1/500 detailed planning drawing approved by the competent authority or shall follow natural numbers associated with the adjacent road as per the principles stipulated in Article 6 of Circular 08/2024/TT-BXD.
- House numbering within the land plot shall be carried out by the organization (enterprise within the industrial park) itself.
