Guidance on Budget Estimation for Election Expenses of National Assembly Deputies

Accordingly, the preparation of the election budget for the National Assembly deputies is guided by Circular 06 as follows:

- For Ministries and Central Agencies: Based on the tasks and activities serving the election work of the 14th National Assembly deputies and the deputies of the People's Councils at all levels for the 2016-2021 term assigned by the National Election Council, and based on the spending policies, the Ministries and Central Agencies assigned to organize election activities shall prepare the budget estimates for the election work of the 14th National Assembly deputies and the deputies of the People's Councils at all levels for the 2016-2021 term and send them to the Office of the National Election Council, and concurrently to the Ministry of Finance.

- For provinces and cities directly under the central government:- Based on the number of voters in the locality, and based on the spending policies approved by the competent authorities, the Election Teams and the Election Committees (National Assembly Election Committees, provincial, district, and commune-level People's Council Election Committees) shall prepare the budget estimates for organizing the elections of National Assembly deputies and People's Council deputies at their respective levels and send them to the Election Committee at the same level, which will then be consolidated and sent to the superior Election Committee.- Provincial and city-level Election Committees directly under the central government: Based on the number of Election Committees at all levels; the Election Committees (National Assembly deputies, provincial, district, and commune-level People's Council deputies); the number of election teams; the number of members of the Election Committees, Election Teams; the number of voters in the locality; and based on the spending policies stipulated in this Circular and current spending policies, consolidate and appraise the budget estimates for organizing the elections of National Assembly deputies and People's Council deputies at all levels of the locality and send them to the Office of the National Election Council, and concurrently to the Ministry of Finance.

- Based on the budget estimates prepared by the Ministries, Central Agencies, and provincial and city-level Election Committees directly under the central government, the Office of the National Election Council shall appraise and consolidate the budget estimates for organizing the elections of National Assembly deputies and People's Council deputies at all levels, report to the National Election Council, and send them to the Ministry of Finance for appraisal, and submit to the competent authorities for decision on the funding for organizing the elections of National Assembly deputies and People's Council deputies at all levels.
