On September 18, 2012, the Ministry of Public Security issued Circular 57/2012/TT-BCA detailing the implementation of the importation, management, usage, and destruction of narcotic substance samples for national defense and security purposes in Vietnam.

Pursuant to Article 13 of Circular 57/2012/TT-BCA, the regulations on the using samples of narcotic substances for National Defense and Security purposes are as follows:
- Agencies and units using samples of narcotic substances for the purpose of tracing the origin must conform to the regulations on origin tracing assessment. A detailed record or logbook of the sample utilization process must be maintained, with the signatures of participating analysts and direct managerial leadership.
- Laboratories conducting assessments using standard samples for verification purposes must maintain a tracking logbook of the sample utilization process with signatures of participating analysts and direct managerial leadership.
- Units utilizing samples for professional training, education, training of service dogs, or other animals must prepare records documenting the condition and utilization process of the samples with the signatures of the personnel directly using the samples and their direct managerial leadership.
- Individuals directly using the samples must ensure proper storage and take full responsibility throughout the usage process. If there are surplus samples, unused or expired samples, the using unit must draft an official letter to return them to the supplying unit and prepare a handover record.
- After each usage session or at the end of each year during the annual budget submission, the units must submit the sample utilization records to the Institute of Forensic Science, Ministry of Public Security, which will be stored in the national sample archive.
- Units utilizing samples of narcotic substances must maintain a usage tracking logbook in accordance with Form No. 5 attached to this Circular. The Institute of Forensic Science must maintain an import-export tracking logbook according to Forms No. 6a, 6b, appended to Circular 57/2012/TT-BCA.
