Funding Source for Centralized Procurement

Circular 35/2016/TT-BTC was issued by the Ministry of Finance on February 26, 2016, specifying the sources of funds for centralized procurement.

Accordingly, Circular 35 stipulates that the funding sources for centralized procurement come from:

- Funding allocated by competent state agencies in the annual budget estimates of agencies, organizations, and units.- National debt funds, Government of Vietnam bonds, local government bonds.- Funds from programs and projects using ODA funds; aid and sponsorship funds from domestic and international organizations and individuals that belong to the state budget, provided that the donor does not require procurement methods different from the provisions of Circular 35.- Funds from the development fund for operational activities of public service providers partially covering their own recurrent expenditures and public service providers fully funded by the state for recurrent expenditures; funds from state financial funds outside the state budget.- Health insurance funds, revenue from medical examination and treatment services, and other lawful revenue of public medical facilities.
