According to Article 15 of the Road Traffic Order and Safety Law 2024, regulations on turning vehicles are as follows:

- Turning a vehicle is a traffic situation where the vehicle turns left, right, or makes a U-turn.

- Before turning, the driver of a road vehicle must observe, ensure a safe distance from the vehicles behind, reduce speed, and signal the intended turn direction or use a hand signal for rudimentary vehicles without turn signals, gradually move into the lane nearest to the intended turn direction. The turn signal or hand signal must be used continuously during the turning process. Only turn when safety is assured, without obstructing others and other vehicles.

- When turning, drivers and operators of special-purpose vehicles must yield to pedestrians, rudimentary vehicles, and oncoming vehicles, and may only turn when it does not cause obstruction or danger to others and other vehicles.

- U-turns are prohibited in pedestrian crossings, on bridges, bridge approaches, beneath overpasses, at intersections of railways and roads, narrow roads, slopes, blind spots, highways, tunnels, and one-way streets unless directed by traffic controllers or temporary traffic signs.

State policies on road traffic order and safety in Vietnam

State policies on road traffic order and safety according to Article 4 of the Road Traffic Order and Safety Law 2024 are as follows:

- Ensure state budget, infrastructure, modern equipment, and conditions for enhancing the performance capacity of forces directly responsible for road traffic order and safety. Mobilize and utilize resources to ensure road traffic order and safety. Allocate corresponding funds from administrative fine revenues from road traffic order and safety violations and vehicle registration auction fees after submission to the state budget to strengthen and modernize infrastructure, equipment serving the security, order, and traffic safety assurance according to the Government of Vietnam's regulations.

- Modernize traffic command centers; ensure connectivity and data sharing on road traffic order and safety among related state agencies.

- Facilitate domestic and foreign organizations and individuals in researching, applying, and transferring science and technology for ensuring road traffic order and safety, investing, constructing, and transferring systems, equipment, monitoring tools to serve the task of ensuring road traffic order and safety; encourage organizations and individuals to voluntarily participate in cooperating to ensure road traffic order and safety in compliance with legal provisions, providing information, and materials serving the task of ensuring road traffic order and safety and handling violations of road traffic order and safety law.

- Ensure fairness, equality, and safety for road traffic participants; facilitate participation for children, pregnant women, the elderly, disabled people in road traffic; build traffic culture; educate, disseminate, and foster traffic law knowledge for children, students to form, raise self-protection awareness and consciously comply with the law when participating in road traffic.

- State agencies, organizations, and individuals cooperating, collaborating, supporting, and assisting state agencies in executing tasks ensuring road traffic order and safety, who achieve commendable performance, are rewarded, should they incur property damage, are compensated; those whose honor and dignity are infringed, are restored; those injured or affected in health and life, themselves and families are covered by policies, regulations of the law.

- Develop road vehicles in sync with the development of road infrastructure, socio-economic conditions, and transportation needs of the people; import, manufacture, and assemble road vehicles ensuring technical safety quality and environmental protection, in line with the technology development trends for vehicles worldwide; prioritize the development of public transport vehicles, limit the use of personal transportation in major cities; prioritize converting fossil fuel vehicles to electric, green energy, environmentally friendly vehicles, clean energy supply infrastructure.
