This is a noteworthy new regulation in Decree 100/2019/ND-CP on the sanctioning of administrative violations in the field of road traffic, replacing Decree 46/2016/ND-CP.
From 2020, adding lights to any position of the car will be fined (Illustrative image)
For the act of driving a car with additional lights installed at the front, rear, on the roof, under the chassis, on one or both sides of the vehicle, the driver of a car (including trailers or semi-trailers being towed) and similar types of vehicles will be fined from VND 800,000 to VND 1,000,000.
To be specific, point a, Clause 3, Article 16 Decree 100/2019/ND-CP stipulates a fine ranging from VND 800,000 to VND 1,000,000 for drivers of cars (including trailers or semi-trailers being towed) and similar types of vehicles who commit the act of:
"a) Driving with additional lights installed at the front, rear, on the roof, under the chassis, on one or both sides of the vehicle;"
Thus, from 2020 any installation of additional lights at any position on the vehicle will be penalized with a maximum fine of VND 1,000,000. Previously, Decree 46/2016/ND-CP only regulated penalties for the act of installing additional lights at the rear of the vehicle.
In addition, Decree 100/2019/ND-CP continues to inherit the supplementary penalty form for the act of installing additional lights on cars which is revocation of the Driving License from 01 month to 03 months and confiscation of the additional lights.
