The Ministry of Finance recently issued Circular 35/2008/TT-BTC providing guidance on Decision 289/QD-TTg regarding policies to support ethnic minorities, policy households, poor households, near-poor households, and fishermen.

Circular 35/2008/TT-BTC stipulates the construction of budget estimates to support fishermen for marine exploitation as follows:
- Concurrent with the annual budget estimate preparation, based on the list of fishing households eligible for support within the district, the district Department of Agriculture and Rural Development or equivalent shall preside and cooperate with the district Department of Finance to construct the budget estimate for the implementation of the district's policies, consolidate it into the annual district budget expenditure estimate and report to the District People's Committee, the Department of Finance, the Department of Agriculture and Rural Development for consolidation into the local budget expenditure estimate.- The Department of Finance will cooperate with relevant departments and agencies to prepare the budget estimate for the implementation of provincial policies, consolidate it into the local annual budget expenditure estimate, and report to the Provincial People's Committee and the Ministry of Finance in accordance with the guidance of the State Budget Law.- The Ministry of Finance shall preside and cooperate with relevant ministries and sectors to consolidate the budget estimate for the implementation of provincial policies, report to the Prime Minister and submit to the National Assembly for consideration along with the annual state budget estimate.- For the year 2008: Provincial and city-level People's Committees directly under the central government shall direct relevant agencies to review and count the number of seafood exploitation vessels and service vessels active and managed within their areas.
