Forms and Content of Organizing Emulation in the Transportation Sector

Circular 13/2018/TT-BGTVT guiding the implementation of commendation and emulation work in the Transport Sector was issued on March 29, 2018. Notably, the content includes the form and the organization of emulation movements.

To be specific, according to the provisions of Circular 13/2018/TT-BGTVT, the forms of organizing emulation include:

- Regular emulation is a form of emulation based on the functions and tasks assigned to individuals and collectives to organize empowerment, aiming to perform well the daily, monthly, quarterly, and yearly tasks of the unit.

The organization of regular emulation campaigns must clearly define the Purpose, Requirements, Objectives, specific targets, and be implemented at the unit or by cluster, emulation block to launch the emulation movement and sign emulation commitments.

- Emulation by period (or specialized) is a form of emulation aimed at accomplishing key tasks or a specific field that needs focus within a defined period, to strive to complete the urgent and critical tasks of the unit. Emulation by period should only be launched when the Purpose, Requirements, targets, content, and solutions have been clearly defined.

The content of organizing the emulation campaign includes:

1. Clearly define the objectives, scope, and subjects of emulation; based on that, set specific targets and content for emulation. The determination of emulation content and targets must be scientific, suitable to the unit's reality, and feasible.

2. Implement measures to organize, mobilize the masses to participate in the emulation movement, and monitor and direct the process of organizing the emulation movement.

3. Organize preliminary reviews, summaries, evaluations of the results of the emulation campaign, and select collectives and individuals with outstanding and exemplary achievements for commendation or recommend higher levels for commendation.

4. Emphasize the importance of disseminating the content and significance of the emulation; commend and honor the advanced exemplary models who have achieved outstanding achievements in the emulation movement.
