Recently, the Ministry of Public Security issued Circular 06/2008/TT-BCA-C11 providing guidance on residence registration fees and the issuance of personal identification cards.

Circular 06/2008/TT-BCA-C11 stipulates the rates and policies for managing and using residence registration fees and ID card issuance fees as follows:
- The fee for issuing an ID card does not include the cost of taking photos of the person being issued the ID card. The police authorities must guide citizens to take photos according to the regulations; if citizens cannot take photos themselves, the authorities can take photos for them, and they must pay the photo cost. The photo cost should not exceed the market price.- Based on the total amount of fees retained, the provincial police director decides the allocation for the Administrative Management Police Department under the provincial police, the Administrative Management Police Team under the district, district-level town, city under provincial authority, the commune police, ward, commune-level town to cover rewards, overtime allowances, and other expenses according to the law for officers directly involved in residence registration and ID card issuance. The remaining amount must be submitted to the financial management unit of the provincial police. The Administrative Management Police Department assists the provincial police director in planning the use of this amount for the work of residence registration and ID card issuance.
