Below are the criteria for ranking public service providers in the field of labor, meritorious people, and social affairs in Vietnam from December 15, 2024.

On October 31, 2024, the Minister of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 11/2024/TT-BLDTBXH providing guidance on ranking certain types of public service providers within the labor, war invalids, and social affairs sector.
Circular 11/2024/TT-BLDTBXH applies to public service providers within the following fields of labor, war invalids, and social affairs:
- Facilities for nurturing and caregiving for war invalids;
- Social assistance facilities;
- Facilities providing child protection services;
- Orthopedic and rehabilitation facilities;
- Units operanking safety technical inspections on labor;
- Employment service centers;
- Public service providers in the field of labor relations.
The criteria for ranking public service providers in the sector of labor, war invalids, and social affairs are as follows:
(1) Groups of ranking criteria:
- Group I criteria regarding position, function, and tasks;
- Group II criteria regarding efficiency and quality of work;
- Group III criteria regarding facilities and equipment;
- Group IV criteria regarding professional and operational qualifications.
(2) Specific criteria and scoring as provided in the annexes issued with Circular 11/2024/TT-BLDTBXH:
- Annex I: Criteria and scoring for nurturing and caregiving facilities for war invalids.
- Annex II: Criteria and scoring for social assistance facilities.
- Annex III: Criteria and scoring for facilities providing child protection services.
- Annex IV: Criteria and scoring for orthopedic and rehabilitation facilities.
- Annex V: Criteria and scoring for units operanking safety technical inspections on labor.
- Annex VI: Criteria and scoring for employment service centers.
- Annex VII: Criteria and scoring for public service providers in the field of labor relations.

(4) Method of calculating points
- Points are calculated based on each specific criterion in the Criteria and Scoring Tables issued with the Circular, without using intermediate points, and no points are awarded if data are incomplete;
- The review of the ranking proposal is based on documents, statistical data supporting the criteria, and actual inspection at the unit (data from the two years preceding the year of the ranking proposal and the planning documents for the execution year are considered; in cases of natural disasters or epidemics, data provision decisions are made by the authorities in charge of recognizing and deciding on the ranking; research project evidence criteria use data during the unit's ranking period).

The cases of ranking public service providers in the field of labor, meritorious people, and social affairs in Vietnam is stipulated in Clause 1, Article 4 of Circular 11/2024/TT-BLDTBXH as follows:
- Initial ranking applies to newly established or unrated public service providers in the labor, war invalids, and social affairs sector;
- Re-ranking applies to cases:
+ When the value period of the ranking decision expires;
+ When during the validity period of the ranking decision but the unit has changes in ranking criteria (either upgrading or downgrading).
