The selection of service providers related to the handling of confiscated smuggled foreign cigarettes shall be conducted according to the provisions of the law on bidding;- For expenditure items beyond the above-mentioned scope, the head of the agency or unit tasked with organizing the auction of confiscated smuggled foreign cigarettes shall decide and bear responsibility for their decisions regarding specific expenditure levels, ensuring compatibility with financial capabilities and actual arise.
