This content is stipulated in Circular 15/2017/TT-BTC issued by the Ministry of Finance on February 15, 2017, regulating the management and use of non-business funds for the implementation of the National Target Program on Poverty Reduction.
Circular 15 stipulates the subjects for training, fostering, and capacity-building exercises:
- Officials engaged in poverty reduction work at various levels (provincial, district, commune, village officials, community representatives, team leaders, group leaders, sub-association officials, union representatives, poverty reduction collaborators, reputable individuals), with priority given to enhancing capacity for female officials;
- Community members and grassroots officials in Specially Difficult Communes (DBKK) and villages, hamlets under Program 135 include:
- Community: Commune community supervision board, village, hamlet officials; community representatives; team leaders, group leaders; sub-association officials, union representatives; poverty reduction collaborators; maintenance and infrastructure repair teams in villages, hamlets; reputable individuals in the community and residents; priority is given to ethnic minorities and women;
- Grassroots officials: commune and village officials responsible for implementing the Program, agricultural extension officers, veterinary officers at commune and village levels; priority is given to ethnic minority officials and female officials in capacity-building activities.
Additionally, Circular 15 also stipulates the content and training, fostering, and capacity-building expenses in accordance with legal provisions.
