This is the content mentioned in Resolution 46-NQ/TW, dated December 20, 2023 on innovation and improving the quality of activities of the Vietnam Farmers' Association to meet the requirements of revolutionary tasks in the new period issued by the Central Executive Committee.

Every year, to strive to enroll 200,000 or more new farmer members in Vietnam

Every year, strive to achieve the following specific goals:

- Recruiting 200,000 or more new farmer members.

- 100% of full-time farmers' union officials at all levels and farmers' union branch leaders are trained in knowledge and skills.

- Training and vocational training for 250,000 or more members of farmers and rural workers; Fostering and improving qualifications and skills for 50,000 excellent farmers and good farmers in production and business at district level or higher.

- Establishment of 5,000 new professional farmer associations and 500 professional farmer associations.

- Mobilizing 450,000 or more farmer members to join cooperative groups and cooperatives; Established 1,000 new cooperative groups in the agricultural sector and 200 agricultural cooperatives.

- 60% or more of farmer households register to strive, including 50% of registered households or more, to achieve the title of excellent production and business at all levels.

- 100% of farmer members participate in health insurance; 50,000 or more farmer members participate in voluntary social insurance.

07 tasks for improving the quality of activities of the Vietnam Farmers' Association

According to Resolution 46-NQ/TW in 2023, the Central Executive Committee has proposed 07 main tasks and solutions for innovating and improving the quality of activities of the Vietnam Farmers' Association to meet the requirements of revolutionary tasks in the new period, as follows:

(1) Innovate propaganda, mobilization, gathering, and uniting farmers, improving the effectiveness of the farmer movement

(2) Strengthen and perfect the organizational structure; build a team of qualified and capable staff to meet task requirements

(3) Improve the quality of training and vocational training for farmers and rural workers and service, consulting, and support activities for farmers to develop production and business

(4) Encourage farmers to actively participate in national target programs, patriotic emulation movements, and campaigns

(5) Promoting the role of farmers' associations in social supervision and criticism, building a clean and strong Party and political system

(6) Proactive integration, expanding international cooperation, and promoting people-to-people diplomacy

(7) Strengthen the Party's leadership, coordination of the government, the Vietnam Fatherland Front, socio-political organizations, and mass associations with farmers' associations

For example, the specific content of task (6) is as follows:

“Create conditions for the Vietnam Farmers' Association to participate in regional and international farmer organizations; promote the role of farmers in people-to-people diplomacy, international integration, cooperation, trade, exchange, and introduction of agricultural products between Vietnamese farmers and farmers in other countries. Regularly inform and support farmers to participate in implementing relevant international commitments; attract and effectively use investment capital and sponsorship sources from international organizations and foreign individuals for agricultural, farmer, and rural development.

Coordinate with international organizations and partners to increase the transfer of science and technology—new and advanced technology in production and business—to farmers. Organize learning, exchange experiences, improve foreign affairs capacity, and improve international cooperation for farmers' union officials."
