Regarding this matter, LawNet would like to answer as follows:

On May 11, 2024, the Government issued Resolution 69/NQ-CP on the Government's action program to implement Resolution 46-NQ/TW dated December 20, 2023 of the Politburo regarding the innovation and improvement of the quality of the Vietnam Farmers' Association's operation to meet the requirements of the new revolutionary period.

To improve the quality of the Vietnam Farmers' Association's operation in the new period

Ministries, central authorities, and localities shall timely implement the following main tasks and solutions based on their functions, tasks, and assigned contents:

(1) Organize research, study, and thoroughly understand and direct the implementation of Resolution 46-NQ/TW of the Politburo.

Ministries, central authorities, and localities shall proactively coordinate closely with the same-level CPV committees to organize research, thoroughly understand, direct, and implement Resolution 46-NQ/TW and the Government's action program for officials, Party members, public employees, and employees. This is associated with the implementation of the Government's action program to implement Resolution XIII of the National Party Congress on "Developing ecological agriculture, modern rural areas, and civilized farmers," Resolution 19-NQ/TW dated June 16, 2022 by the Central Executive Committee of CPV (XIII tenure) on agriculture, farmers, and rural areas until 2030 with a vision to 2045, and Resolution 20-NQ/TW dated June 16, 2022 of the Central Executive Committee of CPV (XIII tenure) on continuing innovation, development, and improving the efficiency of the collective economy in the new period.

(2) Innovate propaganda, mobilization, organization, and unity of farmers, and enhance the effectiveness of the farmers' movement.

- Strengthen the law dissemination, education, propaganda, and mobilization of members and farmers to comply with the Party's guidelines, state laws, and improve access to the law for members and farmers, especially in agriculture, farmers, rural areas, and social welfare policies; emphasize political and ideological education, raise awareness, inspire patriotism, national pride, and encourage the study and implementation of Ho Chi Minh's thought, ethics, and style. Actively build modern rural areas, civilized farmers, and participate in socio-economic development, national defense, security, and international integration.

- Connect the tasks of law dissemination and education, propagating and encouraging farmers to comply with the law with the mechanism of resolving practical interests of members and farmers in the association's activities; resolve disputes and conflicts through grassroots-level reconciliation activities and evaluate and recognize communes, wards, and towns that meet legal access standards; create conditions for farmers to access issues related to efficient and sustainable agricultural development, integrated with programs and plans for agriculture, rural areas, and farmers; implement legal support programs for small and medium enterprises in the field of agriculture, farmers, and rural areas.

- Enhance communication on guidelines, policies, laws, exemplary models, organizations, and individuals in advanced agriculture, farmers, and rural areas. Improve the quality and effectiveness of the farmers' association's communication agencies. Strengthen connectivity between the association and its members and farmers through the internet and social networks.

- Promote the effectiveness and replication of models such as "Farmer Clubs with Excellent Production and Business," "Clubs of Farmers and Laws," and "Scientific and Technical Farmer Clubs." Launch the movement "Officials and farmer members actively participating in collective economic development". Strengthen the emulation movement "farmers' competing in production, business, solidarity for wealth creation, and sustainable poverty reduction", organization of "Creative Farmers", "Farmer Competition" to attract a large number of members and farmers to participate in entrepreneurship, creativity, production, and business development.

(3) Consolidate and improve the organizational apparatus, build a team of officials with sufficient qualities and capacities to meet the requirements of the tasks.

- Coordinate with the Vietnam Farmers' Association to continue consolidating grassroots farmers' organizations towards compactness and effective operation. Build a team of officials in the association that guarantees quantity, quality, qualifications, competence, knowledge, and experience in agriculture, farmers, and rural areas.

- Create conditions to improve the quality and effectiveness of the support system for farmers, the farmers' support fund, and the training institutions for farmers' association officials. Supplement the necessary infrastructure, equipment, and working tools for all levels of the association to fulfill their tasks. Strengthen coordination, apply information technology, and implement digital transformation in the association's activities.

- Focus on researching theories and summarizing practical experiences regarding farmers, farmers' associations, the farmer class, the alliance between the working class and the farmer class, and the intellectual team in the current period.

(4) Enhance the quality of training and vocational skills development for farmers, rural laborers, and agricultural service activities, advisory support for farmers' production and business development.

- Create conditions and encourage farmers and rural laborers to learn skills, improve professional qualifications linked to successful farmer production and business models, expand vocational counseling activities, provide employment guidance, and establish cooperatives, enterprises, production, and business facilities. Maximize the effectiveness of schools and centers under the farmers' association in building and transferring production and business models, coupled with vocational training and skills development for farmers.

- Strengthen training, skills development, and support for excellent farmers in production and business, equipping them with the capabilities and conditions to establish cooperatives, small and medium-sized enterprises, serving as the core driving force in the process of "intellectualizing farmers," maintaining a role as the backbone, guiding, and supporting farming households.

- Promote agricultural promotion, forestry promotion, and fisheries promotion activities; effectively organize the supply of agricultural equipment and materials; guide and support farmers in investing in modern production facilities, advanced farming, and animal husbandry techniques; apply high technology in conjunction with safe and advanced production processes; develop production linked to domestic market demand and export. Research and establish mechanisms for farmers' associations to participate in providing certain public services to members and farmers.

- Improve the efficiency of credit activities and capital support for farmers; research, summarize, and evaluate the effectiveness of the farmers' credit model for farmers applying for loans for production and business development to propose appropriate solutions as stipulated. Authorities at all levels shall have suitable support measures from the state budget, while mobilizing social resources for the farmers' support fund to build exemplary models in agricultural development in rural areas.

- Create conditions for farmers and farmers' associations at all levels to participate in advisory and support activities, market linkages, promotion, trade facilitation, e-commerce, brand protection, digital transformation, and ensuring food security and safety. Coordinate in providing legal advice and assistance to members and farmers in compliance with legal regulations.
