Electronic Data on Health Insurance Costs Must Be Kept Confidential

On December 28, 2017, the Ministry of Health issued Circular 48/2017/TT-BYT providing specific guidance on the confidentiality of electronic data regarding the costs of medical examination and treatment covered by health insurance.

The security and management of data are prescribed by Circular 48 as follows:

- The sending, transmission, reception, feedback, exchange, and management of electronic data must be secured and managed in accordance with the provisions of the law on information technology, network information security, medical examination and treatment, and other legal provisions.

- In addition to implementing the aforementioned security measures, the agencies, organizations, and individuals participating in the sending, transmission, reception, feedback, exchange, and management of electronic data have the responsibility:

- To ensure the safety, security, accuracy, and integrity of electronic data and to use electronic data within their functions, duties, and authority; to cooperate with related agencies, organizations, and individuals in implementing the necessary technical measures to ensure the authenticity of the data, the security, and the safety of the system;- To comply with the provisions of the law and procedures to ensure the privacy of medical information in the online environment.
