For individuals coming to work and coordinating the organization of educational activities at detention facilities, it is mandatory to adhere to the regulations issued in Circular 17/2020/TT-BCA regarding the rules of detention facilities.

To be specific, in Article 3 of Circular 17/2020/TT-BCA, the regulations for individuals coming to work and collaborating on educational activities at inmate detention facilities are as follows:
- When coming to work or collaborating on educational, labor, vocational guidance, job training, healthcare activities, or other work at inmate detention facilities, individuals must wear attire as prescribed by their respective sector, agency, unit, or enterprise. In other cases, they must wear neat, clean, and formal attire; present all necessary documents to verify their authority and responsibility for working or collaborating on activities at the inmate detention facility.- Comply with the legal provisions on the management, detention, education, and rehabilitation of inmates, the Internal Rules of the inmate detention facility, and follow the instructions of the inmate detention facility staff. When wanting to provide material support to inmates, it must be done through the responsible staff. Absolutely no lending, giving, or allowing inmates to borrow money, property, or items prohibited in the inmate detention facility.- Do not independently contact inmates or enter areas of management, detention, study, labor, job training, or other areas of the inmate detention facility; do not accept or transfer money, documents, letters, or any items to inmates.- Do not bring in, use, or lend communication devices when working or contacting inmates. The use of communication devices, filming, photography, audio recording, video recording, or interviewing within the inmate detention facility must comply with the law, Ministry of Public Security regulations, and the guidelines of the inmate detention facility.
