Deputy Prime Minister the Government of Vietnam give instruction on resolution of obstacles and creates favorable conditions to ensure the progress of national important and key projects in energy sector in Vietnam in the upcoming period.

On August 23, 2024, at the headquarters of the Government of Vietnam, Deputy Prime Minister of the Government of Vietnam Tran Hong Ha, Head of the State Steering Committee for National Programs, Projects, and Key Projects in the Energy Sector (Steering Committee) chaired the third session of the Steering Committee, connected online to three provinces and cities: Can Tho, Dong Nai, Ba Ria - Vung Tau.
According to Notification 402/TB-VPCP dated August 30, 2024, recently, ministries and central authorities, People's Committees of provinces, and corporations have actively implemented the directives of the Deputy Prime Minister of the Government of Vietnam. Many tasks have been completed and resolved; the progress in the investment and construction of certain projects, particularly key, urgent projects, has achieved notable results such as the completion and energization of the 500 kV third circuit transmission line projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).
However, some obstacles and challenges remain in the implementation of plans and projects due to some mechanisms, policies not being suitable; the construction, amendment, and supplementation of legal documents not being prompt; land clearance work being slow and encountering prolonged obstacles,...
To resolve these difficulties and create conditions to ensure the progress of the projects, in the coming period, the Deputy Prime Minister of the Government of Vietnam has requested the implementation of the following specific tasks:
(1) Regarding the development of gas-fired power projects
- Currently, gas-fired power projects share common obstacles related to regulations on production commitment mechanisms and the pricing mechanism between electricity and gas. These are contents not yet regulated in the current legal documents under the jurisdiction of the National Assembly, which the Prime Minister of the Government of Vietnam has entrusted the Ministry of Industry and Trade of Vietnam to research and propose institutionalization to solve the practical issues for gas-fired power projects in drafting the Amended Electricity Law.
- The Ministry of Industry and Trade of Vietnam is requested to urgently complete and soon issue the circular amending and supplementing Circular 45/2018/TT-BCT and Circular 25/2016/TT-BCT.
- For the Nhon Trach 3 and Nhon Trach 4 Thermal Power Plant Projects and the synchronized grid projects to release the plant capacities, the Government Office is to issue a document to the Chairman of the Dong Nai Provincial People's Committee, requesting to resolve difficulties in land clearance for the synchronized grid projects to release capacities of the thermal power plants.
(2) Regarding the Long Phu 1 Thermal Power Plant Project
Petrovietnam Group continues to address the financial obligation settlement issues with Power Machines and reports the results at the upcoming Vietnam - Russian Federation Intergovernmental Committee meeting.
(3) Regarding the Quang Trach 1 and Quang Trach 2 Thermal Power Plant Projects
- The People's Committee of Quang Binh province directs to resolve definitively the difficulties related to land clearance, creating favorable conditions for the Investor in implementing the Quang Trach 1 Thermal Power Plant Project, ensuring progress as directed by the Prime Minister of the Government of Vietnam; promptly reviews and approves adjustments to the investment policy of the Quang Trach 2 Thermal Power Plant Project as prescribed to carry out the next steps.
- The Vietnam Electricity Group works with the People's Committee of Quang Binh province to complete land clearance soon, while having a plan to accelerate the construction of items, ensuring the progress and quality of the Quang Trach 1 Thermal Power Plant Project; coordinates with the Quang Binh Provincial People's Committee in approving adjustments to the investment policy of the Quang Trach 2 Thermal Power Plant Project.
(4) Regarding the Offshore Wind Power Development Pilot Scheme
The Ministry of Industry and Trade of Vietnam takes the lead, coordinating with other Ministries, sectors, corporations, and enterprises to urgently review, build, and complete the Offshore Wind Power Development Pilot Scheme according to the conclusions of Deputy Prime Minister of the Government of Vietnam Tran Hong Ha.
The Scheme needs to propose projects, investors, and specific implementation times to recommend solutions and mechanisms, policies ensuring project implementation from the survey, exploration, evaluation, planning, and technology to issues related to defense, security..., for the competent authority to decide; following this, the approval of investment policies, investor selection, and infrastructure development will be considered. The Ministry of Industry and Trade of Vietnam researches and reports further on offshore wind power models, including cooperation models with foreign countries, based on the consultation and recommendations of foreign organizations and investors, to complete the Scheme and report to the Government of Vietnam in September 2024.
(5) On the Implementation of Power Planning 8
- The Ministry of Industry and Trade of Vietnam implements the directives of Deputy Prime Minister of the Government of Vietnam Tran Hong Ha at the online conference with localities on issuing supplementary updates to the Implementation Plan of Power Planning 8 according to Notification 396/TB-VPCP of 2024. In this, the Ministry of Industry and Trade of Vietnam urgently coordinates with localities to review the list and seek the opinions of the Ministry of Public Security on 154 projects still facing obstacles for compiling and reporting to competent authorities for review and decision.
- Regarding the handling of delayed power source projects, the Ministry of Industry and Trade of Vietnam leads, in cooperation with the Ministry of Planning and Investment, the Ministry of Justice, and directs localities, investors to review, report, and specifically list each delayed project, the time of delay, the reasons for the delay to compile, propose solutions, and have competent authorities handle, including considering the recovery of projects in compliance with the law, and reports to the Government of Vietnam and the Prime Minister of the Government of Vietnam by September 30, 2024.
- The Ministry of Industry and Trade of Vietnam is tasked with researching and building a Scheme to ensure sufficient power supply for the country in the coming period.
