On December 18, 2014, the Ministry of Science and Technology issued Circular 40/2014/TT-BKHCN stipulating the management of unexpected scientific and technological tasks of significant importance in science and practice, and potential scientific and technological tasks funded by the National Science and Technology Development Fund in Vietnam.
What are responsibilities of the organization taking charge of S&T projects in Vietnam? (illustrative image)
Article 19 of Circular 40/2014/TT-BKHCN stipulates the responsibilities of the organization taking charge of S&T projects funded by the National Science and Technology Development Fund in Vietnam as follows:
- Assist and facilitate the project leader in completing the funding proposal; co-sign the project implementation contract with the Fund’s Executive Agency together with the project leader;
- Facilitate the necessary procedures; provide adequate facilities, technical support, and human resources according to the contract for the research team to effectively implement the project;
- Receive, support the project leader in managing usage and settling accounts of the funds provided by the Fund as stipulated; confirm the implementation progress and financial expenditure of the project, ensuring documentation for the Fund and state regulatory authorities;
- Provide complete information to the Fund and other relevant agencies for supervision, inspection, and auditing of the project;
- Jointly responsible with the project leader for the results of the project;
- Use management fees from the project’s funds for general management, financial, and administrative activities related to the project as stipulated;
- Conduct procedures for evaluating, approving the project results, and recovering funds (if applicable) as stipulated;
- Organize the management and exploitation of the project results and enjoy the benefits from these activities as stipulated;
- Conduct publication, intellectual property protection registration for the project results as stipulated;
- Register and archive the project research results at the National Center for Science and Technology Information as stipulated.
Note: Science and technology organizations violating these regulations are prohibited from registering as a lead organization for projects funded by the Fund for 01 year, starting from the conclusion date by the competent authority in Vietnam.
