This is one of the important contents stipulated in Circular 47/2014/TT-BTNMT on Technical Regulations for the Establishment of Administrative Maps at All Levels, promulgated on August 22, 2014.

Article 12 Circular 47/2014/TT-BTNMT stipulates the determination of map scales as follows:
- National administrative map scales are as follows: 1:1,000,000, 1:1,500,000, 1:2,200,000, 1:3,500,000;- Provincial administrative map scales are specified in Appendix 4 issued with this Circular;- District administrative map scales are selected to ensure the territory fits within A3, A2, A0, 2A0, 4A0 paper sizes depending on the purpose of use and ensuring economic efficiency;- The scales of national, provincial, and district administrative maps, as well as commune maps in the national administrative map collection, should be chosen to ensure the territory fits within A4 or A3 paper sizes; the scales of maps in the administrative map collection must ensure uniformity and ease of comparison with each other;- Other administrative map scales should be determined according to the purpose of use;- Administrative map scales must have a whole thousand number as the denominator.
The determination of map scale is one of the components of scientific editing. Scientific editing includes the following:
- Determination of scale, layout;- Preparation of scientific editing outline.
For the establishment of state administrative maps, scientific editing involves preparing the Project or Technical Design - Cost Estimate for the administrative map. Scientific editing must be approved by the competent authority.
Organizations and individuals conducting the establishment of administrative maps at various levels should refer to the aforementioned administrative map scales for proceeding with the work.
