Recently, the Ministry of Natural Resources and Environment promulgated Circular 47/2014/TT-BTNMT stipulating the technical regulations for establishing administrative maps at various levels, which includes provisions on the method for determining the layout of state administrative maps.

The layout of the state administrative map is determined as follows:
- National State Administrative Map:
- The map must completely display the territory of Vietnam including the mainland, seas, and islands; in particular, it must fully display the seas, islands, and archipelagos as prescribed by the competent state authority;- The map border is a rectangle and presented in the format per Appendix 1 issued together with this Circular;- The map displays the territory within the longitude range from 102° - 118° East longitude; latitude from 4° 30' - 23° 30' North latitude;- The name of the map must be the full national name: Socialist Republic of Vietnam; located in a prominent position above the North border of the map sheet;- Below the South border of the map, clearly state the map scale and scale bar; name of the managing agency; name of the mapping unit; name and source of the establishment materials; name of the publisher and the individual responsible for publishing; name of the printing unit; publishing license information; copyright; year of publication;- Explanatory notes are arranged in the area outside the territory of Vietnam.
Depending on the usage purpose, additional tables of area, population, and population density of the centrally-run provinces, cities, and supplementary maps may be added outside the territory of Vietnam. Other information is arranged reasonably below the South border of the map.
- Provincial-Level and District-Level State Administrative Maps:
- Fully depict the territory of the administrative unit established in the center of the map; the name of neighboring national administrative units of the same level should only be shown without geographical elements; in case the territory includes a sea area, the coastline is displayed to the end of the map border;- The map border is a rectangle and presented according to the format at Appendix 5a and 5b issued together with this Circular;- The name of the map must be the full name of the provincial, district-level administrative unit; prominently positioned above or below the North border of the map sheet;- The map is divided into sections and section numbers in case of more than 2 sections; using natural numbers to number following the principle from North to South, from East to West;- Below the South border of the map, clearly state the map scale, scale bar, name of the managing agency; name of the mapping unit; name and source of the establishment materials; name of the publisher and individual responsible for publishing; name of the printing unit; publishing license information; copyright; year of publication;- Explanatory notes; supplementary maps; tables of area and population of province-level cities or districts, either township or supplementary maps are arranged reasonably outside the represented territory;- Other information is arranged reasonably outside, below the South border of the map.
When establishing the state administrative map, individuals assigned the task of determining the layout of the administrative map shall apply this standard consistently.
