Below is the Dossier requesting approval for the policy to buy and sell electricity with foreign countries in Vietnam from February 01, 2025.

On February 1, 2025, the Minister of Industry and Trade of Vietnam issued Circular 03/2025/TT-BCT stipulating the dossier, order, and procedures for buying and selling electricity with foreign countries in Vietnam.
According to Article 4 of Circular 03/2025/TT-BCT, the regulations for the Dossier requesting approval for the policy to buy and sell electricity with foreign countries are as follows:
(1) The application for approval for the intention to buy and sell electricity with foreign countries through the national power system includes:
- Document requesting approval to buy or sell electricity with foreign countries;
- Copy of the document requesting power purchase or acceptance to sell electricity from the foreign party;
- Copy of the agreement document of the other Grid Management Unit in the case specified in Clause 5, Article 3 of Circular 03/2025/TT-BCT;
- Copy (translated into English or Vietnamese) of legal documents issued by the competent authority of the host country (electricity seller or buyer), showing information about the capacity and experience of the investor and project information.
- Plan to buy or sell electricity with foreign countries including the following contents:
+ Brief description of the current status of the grid in the connection area serving electricity import and export;
+ Electricity demand: capacity, electrical energy, typical daily, yearly load chart forecast of the electricity import/export project for each year in the stage suitable to the power development plan and implementation schedule of the approved planning. For electricity import/export projects connected at a voltage level of 110 kV or more, the following information must be provided: Preliminary analysis and selection of technology and technical plan for grid connection; site clearance, resettlement plans (if any), impacts of the project on the environment, fire and explosion prevention, national defense and security (if any);
+ Copy of the Power Grid Development Plan serving the connection of the two countries (for system-linked electricity import/export) or the linking transmission line project (for project-by-project electricity import/export) that has been approved for a voltage level of 110kV or more by the competent authority;
+ Grid connection plan: Capacity, electricity; expected time for electricity purchase or sale; connection grid and connection point; location for metering equipment for electricity purchase or sale; voltage level for electricity purchase or sale; geographical map and grid connection diagram of the two countries showing the electricity trading plan for the project;
+ Investment form, preliminary determination of construction volume, total investment, project implementation time, capital mobilization plan in line with progress, and the socio-economic efficiency of the project and investment capital phasing if any of the Vietnamese side;
+ Organizational solutions for implementation.
(2) The application for approval for the intention to buy and sell foreign electricity with direct connection, not through the national power system includes:
- Document requesting approval to buy or sell electricity with foreign countries;
- Copy of the document requesting power purchase or acceptance to sell electricity from the foreign party;
- Copy of the agreement document of the other Grid Management Unit in the case specified in Clause 4, Article 3 of Circular 03/2025/TT-BCT;
- Copy (translated into English or Vietnamese) of legal documents issued by the competent authority of the host country (electricity seller or buyer), showing information about the capacity and experience of the investor and project information; proposed plan for buying and selling electricity with foreign countries.
