1. Levels of judges in People's Courts in Vietnam

According to Article 1 of Resolution 67/2025/UBTVQH15, the levels of judges in People's Courts are as follows:

- Level 1 People's Court Judge;

- Level 2 People's Court Judge;

- Level 3 People's Court Judge.

2. Conditions for level 1, level 2, level 3 judges of the People's Court in Vietnam

The conditions for level 1, level 2, level 3 judges of the People's Court in Vietnam according to Articles 2, 3, and 4 of Resolution 67/2025/UBTVQH15 are as follows:

* Conditions for Level 1 People's Court Judge

A Level 1 People's Court Judge meets one of the following conditions:

- An individual appointed as a People's Court Judge as per Clause 1, Article 95 of Law on Organization of People's Courts 2024; possesses the capability to adjudicate and resolve cases and matters under the jurisdiction of district, suburban district-level towns, and cities under central authority (hereafter referred to as district-level People's Courts) or regional military courts;

- A People's Court Judge working at the Supreme People's Court meets the conditions specified in Clause 1, Article 2 of Resolution 67/2025/UBTVQH15; possesses the capability to perform the tasks and powers specified in Clause 2 and Clause 3, Article 93 of Law on Organization of People's Courts 2024;

- An individual appointed as a People's Court Judge as stipulated in Point a, Clause 2, Article 95 of the 2024 Law on Organization of People's Courts, is dispatched by a competent authority or organization to hold the position of Deputy Chief Justice of a district-level People's Court or regional military court.

* Conditions for Level 2 People's Court Judge

A Level 2 People's Court Judge meets one of the following conditions:

- A Level 1 People's Court Judge with at least 5 years of service; possesses the capability to adjudicate and resolve cases and matters under the jurisdiction of provincial People's Courts or specialized first-instance courts or district military courts and equivalents;

- An individual with at least 10 years of legal work experience, appointed for the first time as a People's Court Judge; possesses the capability to adjudicate and resolve cases and matters under the jurisdiction of provincial People's Courts, specialized first-instance courts, or district military courts and equivalents;

- A People's Court Judge working at the Supreme People's Court meets the conditions specified in Clause 1 or 2 of Article 3 of Resolution 67/2025/UBTVQH15; possesses the capability to perform the tasks and powers specified in Clause 2 and Clause 3, Article 93 of Law on Organization of People's Courts 2024;

- A Level 1 People's Court Judge appointed as Chief Justice of a district-level People's Court or a regional military court; possesses the capability to adjudicate and resolve cases and matters under the jurisdiction of provincial People's Courts, specialized first-instance courts, or district military courts and equivalents;

- An individual appointed as a People's Court Judge under the stipulations of Point a or Point b, Clause 2, Article 95 of Law on Organization of People's Courts 2024, dispatched by a competent authority or organization to hold positions such as Chief Justice of district-level People's Courts, regional military courts, Deputy Chief Justice of provincial People's Courts, Deputy Chief Justice of specialized first-instance courts, Deputy Chief Justice of district military courts, and equivalents.

* Conditions for Level 3 People's Court Judge

A Level 3 People's Court Judge meets one of the following conditions:

- A Level 2 People's Court Judge with at least 5 years of service; possesses the capability to adjudicate and resolve cases and matters under the jurisdiction of high-level People's Courts or the central military court;

- An individual with at least 15 years of legal work experience, appointed for the first time as a People's Court Judge; possesses the capability to adjudicate and resolve cases and matters under the jurisdiction of high-level People's Courts or the central military court;

- A People's Court Judge working at the Supreme People's Court meets the conditions specified in Clause 1 or 2 of Article 4 of Resolution 67/2025/UBTVQH15; possesses the capability to perform the tasks and powers specified in Clause 2 and Clause 3, Article 93 of Law on Organization of People's Courts 2024;

- A Level 2 People's Court Judge appointed as Chief Justice of a provincial People's Court, specialized first-instance court, or district military court and equivalents; possesses the capability to adjudicate and resolve cases and matters under the jurisdiction of high-level People's Courts or the central military court;

- An individual appointed as a People's Court Judge under the stipulations of Point b, Clause 2, Article 95 of Law on Organization of People's Courts 2024, dispatched by competent authority or organization to hold positions such as Chief Justice of provincial People's Courts, specialized first-instance courts, Chief Justice or Deputy Chief Justice of high-level People's Courts, Chief Justice of district military courts and equivalents, Deputy Chief Justice of the central military court;

- An individual appointed as a People's Court Judge and holding the position of Director and equivalent at the Supreme People's Court; possesses the capability to adjudicate and resolve cases and matters under the jurisdiction of high-level People's Courts and the capability to perform duties and powers specified in Clause 2 and Clause 3 of Article 93 of Law on Organization of People's Courts 2024.
