From February 10, 2019, Circular 52/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) regulating the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of agriculture, forestry, fisheries, and veterinary medicine, comes into effect.

In the Regulations on Minimum Knowledge Volume and Competency Requirements that Learners Must Attain After Graduating Intermediate Level, College Level in Marine and Brackish Water Aquaculture, promulgated together with Circular 52/2018/TT-BLDTBXH, the minimum level of autonomy and responsibility that learners must achieve after graduating with an intermediate level in marine and brackish water aquaculture is specified as follows:
- Have good ethical qualities and a correct perception of the profession, a cooperative attitude with colleagues, respect for the law and regulations at the workplace;
- Be honest and highly disciplined, capable of working independently, ready to undertake assigned tasks; produce quality work with high productivity;
- Communicate and work effectively in teams, be confident in interacting with colleagues and working with customers;
- Be passionate about the job, have professional ethics, industrial manners, and a good sense of organizational discipline in the working process;
- Have a high sense of responsibility for work results, a friendly and sociable attitude towards colleagues;
- Be dynamic, creative, capable of handling complex situations and problems in changing working conditions;
- Maintain work passion, professional ethics, industrial manners, and a good sense of organizational discipline in the working process;
- Possess a learning spirit, ambition, a sense of responsibility, a friendly and sociable attitude towards colleagues, and respect for superiors;
- Have a consciousness of environmental protection, handle waste and wastewater before discharging it into the surrounding environment;
- Strictly implement labor protection measures, safety at work, and maintain general workplace hygiene.
