Recently, the Government of Vietnam officially signed and promulgated Decree 62/2020/ND-CP regarding job positions and staffing of officials.
Decree 62/2020/ND-CP stipulates the determination of official staffing based on the following grounds:
Basis for determining official staffing (Illustration)
- Job positions and the workload of each job position;
- The degree of modernization of equipment, working means, and the application of information technology;
- Actual usage of allocated official staffing;
For local agencies and organizations, in addition to the above grounds, consideration must also be given to population size, natural area, the number of administrative units at district and commune levels, and security, political, order, and social safety characteristics.
In addition, the Decree specifies 02 grounds for determining job positions: Functions, tasks, powers, organizational structure of agencies and organizations; The complexity, nature, characteristics, scale of activities; scope, subjects served; specialized management and professional processes as prescribed by specialized laws.
Regarding the bases for determining the official rank structure: Job positions; The complexity of the work for each job position; Standards of the official rank corresponding to the job position.
The determination of job positions and management of official staffing must comply with the following 05 principles:
Comply with the regulations of the Communist Party, and the law on job positions, management, and use of official staffing.
Be appropriate with the functions, tasks, powers, and organizational structure of agencies and organizations.
Ensure uniformity and coherence between determining job positions, official rank structure, and the use and management of official staffing.
Ensure scientific, objective, public, transparent, democratic, and practical suitability.
Link staff streamlining with restructuring and improving the quality of the official team in agencies and organizations.
