Recently, Decree 42/2013/ND-CP was signed and promulgated by the Government of Vietnam, stipulating the organization and operation of educational inspections.
The Inspectorate of the Ministry of Education and Training shall perform the duties and exercise the powers as stipulated in Article 18 of the Law on Inspection and the duties and powers specified in Decree No. 42/2013/ND-CP as follows:

First: In state management of education inspection:
- Preside over or participate in drafting legal documents as assigned by the Minister;- Propagate, disseminate, and educate laws on inspection, laws on complaints, denunciations, and anti-corruption within the education sector;- Guide and provide training in education inspection for the Inspectorates of Departments of Education and Training (hereinafter referred to as Department Inspectorates), internal inspectors of higher education institutions, and professional secondary schools; as well as for Inspectors and education inspection collaborators;- Inspect the implementation of the laws on inspection, the laws on complaints, denunciations, and anti-corruption within the education sector;- Compile and report on the inspection work within the management scope of the Ministry of Education and Training.
Second: In inspection activities:
- Conduct administrative inspections and specialized education inspections in accordance with Articles 11, 12, 13, 14, 15, and 16 of Decree No. 42;- Reinspect cases that have already been concluded by the Chairman of the provincial People’s Committee but are found to have signs of law violations upon assignment by the Minister.
