Criteria for the Title of Emulation "Advanced Worker"

Circular 03 stipulates the title “Advanced Labor” to be annually awarded to individuals who meet the following criteria:

- Classified as "Completed tasks well" or above;- Adhering well to the rules and regulations of the agency, unit, and the Communist Party's guidelines, and the state laws; having the spirit to overcome difficulties to complete tasks; unity and mutual assistance to colleagues; actively participating in emulation movements;- Actively studying to improve political theory, professional expertise, and skills;- Having good ethics and a healthy lifestyle.- Individuals who perform brave acts to save people or state and people's property leading to injury will have their treatment and rehabilitation time counted for the consideration of the "Advanced Labor" title.- Individuals assigned to training or fostering programs for 01 year or more, and who adhere well to the regulations of the training institutions and the Ministry, complete their programs on time and achieve good results or above will be evaluated for the "Advanced Labor" title.- The time spent on short-term studies, leave, and maternity leave as per labor law policies is counted as continuous working time for the evaluation of emulation titles.- For individuals transferred to new tasks, the new unit is responsible for evaluating the emulation title; if there is at least 06 months of work at the old unit, the old unit's comments and evaluation are required. For individuals awaiting work assignment, the evaluation is carried out by the former agency or unit.- For individuals seconded or dispatched to another unit for a certain period, the evaluation of the emulation title is performed by the unit making the dispatch or secondment and confirmed by the receiving unit.- Note, the "Advanced Labor" title will not be awarded to individuals newly recruited for less than 10 months or who have been disciplined from the level of reprimand and above.- Annually, based on the comprehensive achievements in all work aspects and the decision to recognize emulation titles for the collective, the Ministry’s Commendation and Reward Council will consider and propose the maximum ratio of individuals awarded the "Advanced Labor" title by the units to the Minister for decision.
