The Minister of Natural Resources and Environment (Hanoi, Vietnam) issued Circular 06/2024/TT-BTNMT, stipulating the criteria andconditions for considering promotion of professional titles of public employees specializing in resource and environment.

Criteria for promotion to title of Grade II public employee specializing in resource and environment in Vietnam from August 15, 2024

Circular 06/2024/TT-BTNMT applies to public employees holding professional titles in fields such as land administration, environmental investigation, meteorological forecasting, meteorological control, environmental monitoring, and mapping, working in public service providers considering promotion to Grade II.

The Ministry of Natural Resources and Environment (Hanoi, Vietnam) explicitly states the standards and conditions for promotion to Grade II for public employees holding professional titles in the fields of natural resources and environment.

Specifically, public employees holding professional titles in the fields of natural resources and environment may apply for promotion to Grade II if they meet the following standards and conditions:

  • The standards and conditions stipulated in Clause 1, Article 32 of Decree 115/2020/ND-CP (amended by Clause 16, Article 1 of Decree 85/2023/ND-CP).

  • The job position plan of the public service provider is developed and approved according to the law, with job positions corresponding to the professional title of the public employee being considered for promotion.

  • Authorized by the competent authority to apply for promotion.

  • Having held a professional title of Grade III in the registered field for at least 09 years (excluding probationary period). If the employee has experienced a corresponding period in an equivalent position, they must hold the Grade III professional title in the registered field for at least 12 months by the deadline for submitting the application for promotion (if the time of holding the Grade III title in the registered field is not continuous, it can be accumulated).

  • During the time of holding Grade III or equivalent titles, authorized by the competent authority to participate in the promotion examination, confirmed in writing (with the dossier) with one of the following achievements:

    • Leading or participating in scientific and technological tasks at the institutional level or higher, which have been accepted and evaluated as meeting the requirements by the competent authority;

    • Leading or participating in the implementation of plans, projects, programs, planning, strategies of the sector, field, agency, or unit where the employee works, which have been approved or accepted for use by the competent authority, confirmed by the head of the implementing agency or unit;

    • Leading or participating in the formulation of legal normative documents that have been promulgated by the competent authority, confirmed by the head of the implementing agency or unit;

    • Leading or participating in the formulation of regulations, guidelines, technical procedures, or professional instructions of the sector, field, agency, or unit, which have been issued by the competent authority and confirmed by the head of the implementing agency or unit;

    • Having achievements in professional tasks awarded a merit certificate by the Ministry, sector, or province level or higher, or having performance achievements awarded the title of Emulation Fighter at the grassroots level or higher.
