- Loyalty to the Socialist Republic of Vietnam;- Possess good moral character, excellent artistic talent, significant contributions to the revolutionary cause of Vietnam, and be admired by colleagues and the public;- Have a period of artistic activity of 20 years or more, and for circus and dance arts, at least 15 years; have received multiple awards from domestic or international art festivals, competitions, and performances;- After being awarded the title "Meritorious Artist," continue to receive multiple awards from domestic or international art festivals, competitions, and performances.

The titles "People's Artist" and "Meritorious Artist" are considered and announced every 3 years on the occasion of the National Day, September 2.
