Criteria for Awarding Emulation Titles to Individuals

According to Circular 13/2018/TT-BGTVT, the criteria for individual emulation titles are specifically stipulated as follows:

1. Title “Advanced Labor”

- The title “Advanced Labor” is reviewed annually for individuals meeting the following criteria:- Successfully complete assigned tasks with high productivity and quality; for workers, productive and effective labor;- Adhere to the rules and regulations of the unit, and the Communist Party's policies and state laws; exhibit a spirit of overcoming difficulties to complete tasks; maintain solidarity, support colleagues; actively participate in emulation movements;- Actively engage in political, cultural, professional, and technical education;- Possess good ethics and a healthy lifestyle.- Individuals who participate in combat, serve in combat, or perform courageous acts such as rescuing people and state or public assets, leading to injuries requiring treatment or convalescence as concluded by a district-level or equivalent medical facility, the treatment and convalescence period is counted towards the review for awarding the "Advanced Labor" title;- Individuals nominated for short-term training or education under one year and who comply well with the training institution's regulations are counted towards their work time for the purpose of being considered for the "Advanced Labor" title. Those nominated for training or education for one year or more, who comply well with regulations and achieve at least good results, are also considered for the "Advanced Labor" title;- Maternity leave according to regulations is counted towards the review for the "Advanced Labor" title;- For individuals who transfer work, the new agency, organization, or unit is responsible for reviewing and awarding the "Advanced Labor" title (if the individual worked at the former agency for six months or more, feedback from the former agency is required).

In cases where individuals are temporarily appointed or seconded to another unit for a defined period, the awarding of the "Advanced Labor" title is determined by the primary appointing or seconding unit, with confirmation from the receiving unit.

- The title "Advanced Labor" is not awarded to individuals with less than 10 months of employment or those disciplined from a reprimand level or higher.

2. The title “Grassroots Emulation Fighter” is awarded annually to individuals who meet the following criteria:

- Achieve the title “Advanced Labor”;- Have initiatives to increase labor productivity and work efficiency recognized by the grassroots-level scientific council (innovation council); or have research topics accepted and applied at the unit; or participate in drafting legal documents and proposals to the Government of Vietnam; excellently complete tasks recognized by the unit.

The proportion of individuals recognized with the title "Grassroots Emulation Fighter" does not exceed 15% of the total number of individuals who attain the title "Advanced Labor".

The scientific council (innovation council) is responsible for helping the head of the unit review and recognize the applicability and impact of the initiatives or research topics. Initiatives include technical solutions, management solutions, work solutions, and technical advancement applications.

3. The title “Sectoral Emulation Fighter in Transport” is awarded to individuals who meet the following criteria:

- Achieve outstanding achievements among those who have consecutively achieved the title “Grassroots Emulation Fighter” three times;- Have initiatives or research topics applied in practice achieving high efficiency and having an impact in one of the fields of the transport sector, recognized by the head of the Ministry, department, province, or central union; or member of the drafting committee or editorial team for legal documents (from Decree level and above) that have been promulgated and meet quality standards.

4. The title “National Emulation Fighter”

- The title “National Emulation Fighter” is awarded to the most outstanding individual, selected among those who have consecutively achieved the title “Sectoral Emulation Fighter in Transport” twice;- Initiatives or research topics considered for the “National Emulation Fighter” title must be applied in practice achieving high efficiency and have a nationwide impact;- The timing for awarding the title “National Emulation Fighter” is in the year immediately following the year of achieving the “Sectoral Emulation Fighter in Transport” title for the second time.
