Criteria for Awarding Emulation Titles for Collectives

To be specific, according to the provisions of Article 10 of Circular 13/2018/TT-BGTVT, the criteria for collective awards are as follows:

1. Title “Advanced Working Collective”

The title “Advanced Working Collective” is awarded annually to collectives that meet the following criteria:

- Successfully complete the assigned tasks and plans;- Maintain a regular, practical, and effective emulation movement;- More than 50% of individuals in the collective achieve the title “Advanced Laborer” and no individual is disciplined with a warning or more severe penalty;- Internal solidarity, good adherence to the Party's guidelines and the State's policies and laws.

2. Title “Excellent Working Collective”

The title “Excellent Working Collective” is awarded annually to collectives that meet the following criteria:

- Achieve the title “Advanced Working Collective”;- Demonstrate creativity, overcome difficulties, excellently complete tasks, and fulfill obligations to the State;- 100% of individuals in the collective complete their assigned tasks, with at least 70% achieving the title “Advanced Laborer”;- Have individuals achieving the title “Grassroots Emulation Soldier” and no individual is disciplined with a warning or more severe penalty;- Internal solidarity, exemplary adherence to the Party's guidelines and the State's policies and laws.

3. Title “Emulation Flag of the Ministry of Transport”

The title “Emulation Flag of the Ministry of Transport” is awarded annually to exemplary collectives that excellently and comprehensively complete their tasks, evaluated and selected according to the emulation blocks of the Ministry of Transport, and meet the following criteria:

- Exceed the emulation targets and assigned tasks in the year;- Introduce new elements, new models for other collectives within the Ministry of Transport to study;- Internal solidarity, actively practice thrift, combat waste, corruption, and other social evils.

4. Title “Emulation Flag of the Government of Vietnam”

The title “Emulation Flag of the Government of Vietnam” is awarded annually to:

- Collectives that meet the following criteria:- Achieve outstanding results, exceed the emulation targets and assigned tasks in the year;- Be an exemplary leading collective among those achieving the Emulation Flag of the Ministry of Transport;- Internal solidarity, lead in practicing thrift, combating waste, corruption, and other social evils.

If the Ministry of Transport proposes and is granted the title “Emulation Flag of the Government of Vietnam” by the Government, the title “Emulation Flag of the Ministry of Transport” will not be awarded. If the Ministry of Transport proposes but is not granted the title “Emulation Flag of the Government of Vietnam,” it will be awarded the title “Emulation Flag of the Ministry of Transport.”

- The most exemplary collective in the thematic emulation movement launched by the President or the Prime Minister of the Government of Vietnam will be evaluated, selected, and honored in summary or final review sessions from 5 years or more.
