Conditions on cement concrete road surface structure in construction of traffic works in Vietnam

Currently, the research and use of cement concrete road surface structure in construction of traffic works must be carried out in all steps of formulation of investment projects, implementation of investment projects and operation and maintenance of works.

Specifically, cement concrete road surface structure is used in projects on construction of traffic works when it is suitable to terrain, geological, climatic and hydrographical conditions, supply of materials, and conditions of construction, repair and maintenance, and enables the upgrading and expansion of works in the future.

According to Circular No. 12/2013/TT-BGTVT of the Ministry of Transport of Vietnam, if satisfying the conditions prescribed above, cement concrete road surface structure must be the major technical solution applied to construction of the following transport works:

- Roads in toll stations; car terminals; car parks; special-use motorways; port entrances; underground roads; and spillways;

- Roads in flood-hit areas but the roadbed is not placed on week soil; and roads affected by frequent fog or humid conditions;

- Roads in mountainous areas with a slope of at least 7%, which are difficult to access for maintenance and regular repair if using other types of road surface structures;

- Roads dug through a soil or rock base affected by groundwater;

- Rural roads;

- Other traffic works using cement concrete road surface structure with econo-technical efficiency and lower construction investment, repair and maintenance costs than those using other types of road surface structure.

If traffic works satisfy all the conditions and scope of application prescribed above without using the cement concrete road surface structure, their investors shall report such to agencies competent to decide on investment for consideration and decision.
