On November 27, 2024, the National Assembly of Vietnam passed the People's Air Defense Law 2024, which comes into effect on July 1, 2025.

The People's Air Defense Law 2024 stipulates principles, tasks, forces, people's air defense activities; management of unmanned aircraft, other flying vehicles, and ensuring air defense safety; resources, policies, rights, obligations, responsibilities of agencies, organizations, enterprises, and individuals concerning people's air defense.

People's air defense is an activity of all the people, spearheaded by local troops, self-defense militia, and reserve soldiers, in conjunction with national air defense, army air defense, and other forces to prepare, prevent, avert, attack the enemy, and address the consequences of enemy intrusion and aerial attacks in the defense area, managing and firmly protecting the nation's airspace.

In particular, Article 3 of the People's Air Defense Law 2024 stipulates the principles for organizing people's air defense activities from July 1, 2025, as follows:

(1) Under the leadership of the Communist Party of Vietnam, the unified state management of the Government of Vietnam, the direction and command of the Minister of National Defense, and the direction and administration of local authorities.

(2) Complying with the Constitution, Vietnamese law, and international treaties to which the Socialist Republic of Vietnam is a signatory.

(3) Organized uniformly from the central level to the local level; ensuring proactivity, promptness, effectiveness, safety, with clear delegation of duties, decentralization, and close coordination among air defense forces and agencies, organizations, enterprises, individuals in people's air defense activities.

(4) Prepared regularly and continuously in peacetime and rapidly implemented as necessary measures according to decisions from competent authorities to manage and firmly protect the nation's airspace.

(5) Building the people's air defense force and an interconnected, widespread, firm people's air defense stance; maximizing the combined strength of the entire political system and all people; closely integrating socio-economic development with strengthening and enhancing national defense, security, and constructing the defense area.

State policies on People's air defense in Vietnam

- Ensuring State resources and mobilizing resources from agencies, organizations, enterprises, and individuals to carry out people's air defense tasks; prioritizing budget supplementation for key people's air defense areas, particularly difficult localities with strategically important positions in national defense and security to meet the requirements of managing and protecting the nation's airspace.

- Implementing policies to enhance the capacity of the people's air defense force; fostering human resources, prioritizing the attraction of high-quality human resources for people's air defense activities; investing in infrastructure, and equipment for the people's air defense force.

- Prioritizing investment in science and technology in people's air defense activities and managing unmanned aircraft and other flying vehicles.

- Encouraging and facilitating agencies, organizations, enterprises, and individuals to voluntarily support materially, financially, and spiritually the people's air defense activities on the principle of voluntariness, without conflicting with Vietnamese law and in accordance with international law.
