Guidelines on notification of auction results for vehicle license plates in Vietnam from January 1, 2025

The notification of the results of the vehicle license plate auction is carried out in accordance with Article 18 of Decree 156/2024/ND-CP as follows:

- The Ministry of Public Security of Vietnam sends an electronic document Notification of Auction Results to the email address and sends a notification message to the registered phone number on the access account of the auction winner within 07 working days after approving the auction results; the electronic document Notification of Auction Results replaces the asset auction purchase contract or the state asset sale contract.

- The content of the Notification of Auction Results includes: The auctioned license plate, name, identification code of the individual or organization (if the organization has not been assigned an identification code, the tax code or establishment decision number of the organization should be recorded), address of the auction winner, auction winning price, amount to be paid, the special collection account number opened by the Ministry of Public Security at the bank or foreign bank branch for paying the auction winning amount, deadline for payment of the auction winning amount, cancellation of auction results if the full auction winning amount is not paid in accordance with the regulations.

Note: The license plates being auctioned are for cars, motorcycles, and motorbikes as stipulated in point c and point d, clause 2, Article 36 of the Traffic Order and Road Traffic Safety Law 2024:

- Yellow background plates, black letters and numbers issued for vehicles used in transport business;

- White background plates, black letters and numbers issued to domestic organizations and individuals not covered under points a, b, and c, clause 2, Article 36 of the Traffic Order and Road Traffic Safety Law 2024. (According to clause 1, Article 5 of Decree 156/2024/ND-CP)
