Below is the article regarding sanctions for violations of regulations on meteorological and hydrological forecasting and warning activities in Vietnam from February 1, 2025, as stipulated in Decree No. 155/2024/ND-CP.

On December 10, 2024, the Government of Vietnam issued Decree 155/2024/ND-CP stipulating administrative penalties in the field of meteorology and hydrology.

Penalties for violations of regulations on meteorological and hydrological forecasting and warning activities in Vietnam from February 1, 2025

According to the provisions in Article 7 of Decree 155/2024/ND-CP, penalties for violations of regulations on meteorological and hydrological forecasting and warning activities in Vietnam are as follows:

- A fine of VND 5,000,000 to VND 10,000,000 for failing to report or inadequately reporting the results of meteorological and hydrological forecasting and warning activities as required.

- A fine of VND 10,000,000 to VND 15,000,000 for any of the following violations:

+ Non-compliance with technical regulations, standards, or professional processes in meteorological and hydrological forecasting and warning;

+ Non-compliance with technical regulations, standards, or professional processes in the quality assessment of meteorological and hydrological forecasting and warning;

+ Non-compliance with technical regulations, standards, or professional processes regarding the type and timing of meteorological and hydrological forecast bulletins.

- A fine of VND 15,000,000 to VND 20,000,000 for any of the following violations:

+ Failing to forecast water inflow to reservoirs or the potential increase in reservoir water levels as required by laws on dam and reservoir safety;

+ Issuing meteorological and hydrological forecasts or warnings three consecutive times within one month for each type of bulletin that is unreliable.

- A fine of VND 30,000,000 to VND 50,000,000 for any of the following violations:

+ Intentionally providing misleading meteorological and hydrological forecast or warning bulletins;

+ Intentionally violating technical regulations, standards, or professional processes in meteorological and hydrological forecasting and warning activities.

- Additional penalty measures:

+ Revocation of the license to conduct meteorological and hydrological forecasting and warning activities for 3 to 6 months for violations as prescribed in clause 2, Article 7 of Decree 155/2024/ND-CP;

+ Revocation of the license to conduct meteorological and hydrological forecasting and warning activities for 6 to 12 months for violations as prescribed in point b, clause 3, Article 7 of Decree 155/2024/ND-CP.

Note: The penalty levels specified in Chapter II of Decree 155/2024/ND-CP are applicable to individuals committing administrative violations. For organizations committing the same violations, the penalty level is twice the penalty level for individuals. (According to clause 1, Article 5 of Decree 155/2024/ND-CP)

Refer to Decree 155/2024/ND-CP, effective from February 1, 2025.

Decree 155/2024/ND-CP repeals the contents of the following Decrees:

- Clause 2, Article 1, Chapter II, point a, clause 2, Article 21; the phrase "meteorology and hydrology" in the name of the Decree, grounds for promulgation, name of Chapter IV, in clause 1 and clause 4, Article 1, in Article 2, in clause 1, Article 3, point a, clause 1, Article 20 of Decree 173/2013/ND-CP of the Government of Vietnam stipulating penalties for administrative violations in the field of meteorology and hydrology, surveying, and mapping;

- Decree 84/2017/ND-CP of the Government of Vietnam amending and supplementing several articles of Decree 173/2013/ND-CP of the Government of Vietnam stipulating penalties for administrative violations in the field of meteorology and hydrology, surveying, and mapping;

- Article 3 of Decree 04/2022/ND-CP of the Government of Vietnam amending and supplementing several articles of decrees on penalties for administrative violations in the field of land; water resources and minerals; meteorology and hydrology; surveying and mapping.
