This is one of the basic contents stipulated in Circular 25/2017/TT-BLDTBXH, which regulates the conditions, contents, and forms of examinations or evaluations for the promotion of professional titles in the field of social work for public employees in public service providers, issued on August 30, 2017.
According to the guidance provided in this Circular, public employees can register for exams or be considered for promotion in occupational titles in the field of social work if the following conditions are met:
1. The public service unit has a demand and is authorized by the competent authority to nominate for exams or consider promotion in occupational titles.
2. Currently holding an occupational title with the same first 4 digits in the occupational title code as the title registered for the exam or promotion consideration.
3. Meet the standards of the rank for the occupational title registered for the exam or promotion consideration as stipulated in Joint Circular 30/2015/TTLT-BLDTBXH-BNV which regulates the codes and standards for occupational titles of public employees in the field of social work.
4. Assessed by the employing agency or unit to have sufficient qualities and professional ethics; has consistently completed tasks well for 3 consecutive years up to the time of submitting the application for the exam or promotion consideration; not in the period of implementing disciplinary measures or under notification of being considered for disciplinary measures in accordance with the law.
