Conditions for Establishment of Ethnic Minority Boarding Schools

Circular 01 stipulates that Ethnic Minority Boarding Schools (PTDTNT) can be established when the following conditions are met:

- There is a school establishment scheme in line with the socio-economic development planning and the educational facility network planning approved by the competent authority;- The school establishment scheme clearly identifies the objectives, tasks, curriculum and educational content; land, facilities, equipment, proposed school construction location, organizational structure, resources, and finances; strategic direction for school construction and development.

Additionally, Circular 01 stipulates that PTDTNT schools are allowed to operate educational activities when the following conditions are met:

- There is a decision for school establishment;- There are land, facilities, and equipment in accordance with the current secondary school charter and regulations in Article 6 of this Regulation;- The school location ensures an educational environment and safety for students, teachers, staff, and employees;- There is an educational program and teaching and learning materials appropriate for each educational level as stipulated;- There is a teaching and administrative staff with the required professional qualities and standard training levels as prescribed by the Education Law for each educational level; sufficient in quantity in accordance with the structure of teacher types to ensure the implementation of the educational program and organization of educational activities;- There are sufficient financial resources as specified to ensure the maintenance and development of educational activities;- There is a Regulation on the organization and activities of the school.
