The Ministry of Home Affairs has just issued Circular No. 13/2018/TT-BNV on October 19, 2018, stipulating specific regulations on three new conditions required for consideration of salary grading for principal specialists.
Circular 13 stipulates the cases where individuals who have had the time of salary grading in the principal specialist rank or equivalent or meet the following 03 conditions will be considered for salary grading in the principal specialist rank or equivalent:
- Firstly, holding a management title in a Group, General Corporation, company elected, recruited, or appointed to a title position in central agencies with a position-based allowance coefficient of 0.8 or higher, or a title in a province or centrally governed city with a position-based allowance coefficient of 0.7 or higher;- Secondly, having a mandatory social insurance contribution period for a job requiring a university degree of 10 years or more (if there is a discontinuity period without claiming social insurance benefits once, it will be accumulated), including at least 5 years holding a management title in a Group, General Corporation, company;- Thirdly, having had the salary coefficient used to pay social insurance for the management title in a Group, General Corporation, company according to the regulations of the Government of Vietnam, excluding the position-based allowance coefficient of the title anticipated for election, recruitment, appointment which is equal to or greater than the first-step salary coefficient of the principal specialist rank or equivalent.
