On August 22, 2014, the Ministry of Natural Resources and Environment issued Circular 48/2014/TT-BTNMT specifying the technical standards for determining administrative boundary lines, setting boundary markers, and preparing administrative boundary records at all levels.
Organizing the Inspection and Acceptance of Administrative Boundary Dossiers (Illustrative image)
Circular 48/2014/TT-BTNMT stipulates the organization of inspection and acceptance of administrative boundary dossiers for various levels. The People's Committee at each level shall establish a team of specialists to assist in the inspection and acceptance of administrative boundary dossiers under their direct management and supervise the inspection and acceptance of dossiers managed by subordinate levels. The team of specialists has the following duties:
- Monitor the implementation process and prepare necessary tasks for the immediate inspection and acceptance of products upon completion;- Perform legal and technical checks on products submitted for inspection and acceptance;- Identify deficiencies and request the executing unit to promptly add or correct, or require re-execution if necessary;- Confirm corrections, additions, or re-execution (if any); assist their level of the People's Committee in legally certifying the dossiers, confirming the completion of the executing unit, and drafting acceptance reports to be sent to higher levels.
The organization of inspection and acceptance covers all product categories, including administrative boundary maps and related documents in the administrative boundary dossier, such as measurement books, compensation results, tables, equipment verification records, and other documents.
During the inspection and acceptance of administrative boundary dossiers at each level, representatives from the directly superior People's Committee must be present; for provincial-level administrative boundary dossiers, the provincial People's Committee organizes and conducts the inspection and acceptance themselves.
Documents to be submitted before inspection and acceptance include:
- Administrative boundary maps;- Diagrams of administrative boundary markers;- Tables confirming coordinates of administrative boundary markers;- Tables of coordinates for prominent points along the administrative boundary;- Statements confirming the description of the administrative boundary;- Locality statistical forms.
