Circular 25/2017/TT-BLDTBXH stipulates the conditions, content, and forms of examination or consideration for promotion of professional titles of social work public employees in public service providers, issued on August 30, 2017. This Circular stipulates that social work public employees are exempt from taking the foreign language exam if they meet one of the following conditions:
1. Public employee as of December 31 of the year in which the examination or consideration for rank promotion of job titles is organized, who are at least 55 years old for men and at least 50 years old for women.
2. Possess a second university degree in a foreign language in one of the languages: English, French, Russian, German, or Chinese.
3. Have studied and researched full-time abroad and have been awarded a university degree, master's degree, or doctorate from a foreign training institution using one of the languages: English, Russian, French, German, or Chinese in their training; the degree has been recognized by a competent authority according to current regulations.
4. Have a Level 3 foreign language certificate according to the 6-level Foreign Language Competency Framework for Vietnam (B1 according to the European Reference Framework) and still valid within 2 years, or have an international English certificate such as TOEFL PBT 450 points, TOEFL CBT 133 points, TOEFL IBT 45 points, IELTS 4.5 points or higher for promotion examinations from social worker (Tier III) to principal social worker (Tier II). The foreign language certificates specified in this point are valid for 02 years (24 months) up to the deadline for submitting registration documents for the exam.
5. Public employee is an ethnic minority and public employee is working in an ethnic minority area (not applicable for promotion examination from Tier III to Tier II).
Note: Public employee is exempt from the IT subject examination if they have graduated from an intermediate level or higher in the field of information technology.
