Circular 11: Evaluation and Acceptance of Results of National Scientific and Technological Tasks

Recently, the Ministry of Science and Technology issued Circular 11/2014/TT-BKHCN regulating the evaluation and acceptance of results from the implementation of national-level science and technology tasks funded by the state budget.

Circular 11/2014/TT-BKHCN stipulates that the council and the expert advisory group for assessing and accepting the results of implementation of national-level tasks shall be decided by the Head of the presiding Ministry within 15 working days from the date of receipt of valid dossiers. The expert advisory group for assessing and accepting the results of implementation of national tasks (hereinafter referred to as the Expert Group) is established in cases where the tasks have measurable products. The Expert Group is responsible for inspecting, verifying the reliability, and determining the authenticity of the task products.

The advisory council for assessing and accepting the results of implementation of national tasks (hereinafter referred to as the Council) consists of 09 members, including the chairman, vice-chairman, 02 reviewers, scientific secretary, and other members, consisting of:

- 06 members are science and technology experts drawn from the expert database of the Ministry of Science and Technology, and 03 members are experts representing the presiding Ministry, organizations capable of applying research results, and the agency proposing the tasks, in which at least 01 member must have participated in the advisory council identifying the task or in the process of selecting or directly assigning the task;- The science and technology expert members as specified at this point working at the presiding organization may participate in the council but cannot act as the chairman, vice-chairman, reviewer, or scientific secretary.

The Expert Group consists of 03 members, including council members, with the chairman or vice-chairman of the council serving as the group leader.

Additionally, the following cases are not allowed to participate in the advisory council for assessing and accepting the results of implementation of national tasks:

- Principal investigator, key individual participants, and those collaborating in task implementation;- Those currently under administrative penalties for violations in science and technology activities or those being prosecuted or having been convicted without being expunged;- Spouse, parents, children, siblings of the principal investigator, main members participating in task implementation, or individuals with related rights and interests;- Individuals having evidence of conflicts of interest with the principal investigator or the presiding organization.

Note: In exceptional cases due to the complexity or special requirements of the task, the Head of the presiding Ministry may decide on the number of members and the composition of the council differing from the regulations or select science and technology experts outside the expert database of the Ministry of Science and Technology.
