According to legal regulations, the Ministry of Agriculture and Rural Development (MARD) organizes annual regular competition blocs, including the competition bloc of subordinate agencies and units of the Ministry and the competition bloc of agencies and units belonging to the Ministry as per the separate decision of the Minister.
The activities of the emulation block include:
- Workshops and seminars on the implementation of emulation and commendation work, exchange of professional specialties, and management experiences suitable to the reality of each Block;- Organizing preliminary and final reviews of the Block's activities;- Electing the Block leader and deputy leader on a rotating annual basis;- Implementing policies on information and reporting to the Ministry's Emulation - Commendation Council.
The leader of the emulation block will have the following powers and responsibilities:
- Develop programs, plans, contents, and emulation targets to sign emulation agreements; regulations on the operation of the Block; criteria and scoring scales for evaluation, and selection of emulation titles;- Organize the signing of emulation agreements, launch emulation movements within the Block; coordinate the organization of common activities within the Block;- Preside over emulation scoring, selection, and honoring units with outstanding and exemplary achievements to propose awarding the Government of Vietnam's Emulation Flag and the Ministry of Agriculture and Rural Development's Emulation Flag.
Besides, the law also stipulates the powers and responsibilities of the heads of the block members, including:
- Registering the contents and targets of emulation with the Block leader;- Participating in the development of emulation contents, criteria, scoring scales, evaluation, and implementation of signed emulation agreements; organizing emulation movements within the unit;- Disseminating and introducing models, advanced examples, effective new methods within the Block;- Fully and responsibly participating in the Block's activities; reporting the results of emulation movements; self-evaluation according to the registered emulation contents and criteria, and sending reports to the Block leader within the stipulated time frame.
