Ceremonial Protocol for Commemorative Events: What is Considered Standard?

Decree 111/2018/ND-CP was just issued by the Government of Vietnam on August 31, 2018, stipulating the establishment days, traditional days, and observance days of the ministries, central authorities, and local authorities.

According to regulations, a commemorative ceremony is conducted following these procedures:

- Announce the commemorative ceremony program;- Flag salute ceremony, delegates singing the National Anthem;- State the reason and introduce the delegates and guests;- Commemorative speech;- Announce reward decisions and present awards (if any);- Speech by a higher-level delegate (if any);- Response speech by the head of the unit organizing the commemorative ceremony;- Declare the end of the ceremony.

In addition, the introduction of delegates and guests must be carried out in the following specific order:

- Directly introduce higher-level delegates attending the commemorative ceremony;- Introduce representatives of invited agencies, units, or groups of titles;- Directly introduce the highest existing title of the head of the unit organizing the commemorative ceremony;- When introduced, the delegate with the highest title stands up and bows (the delegates attending the commemorative ceremony applaud).
